Urged that Congress not pass H.R. 5724 unless there are verifiable improvements in human rights.
S. RES. 178: Expressing the sympathy of the Senate to the families of women and girls murdered in Guatemala, and encouraging the United States to work with Guatemala to bring an end to these crimes.
Participated in State Department certification meetings of U.S. aid to Colombia; presented concerns about treatment of human rights defenders in Colombia and urged that the State Department not certify aid as compliant with legislative conditions contained in foreign operations law.
Merida Initative: Proposed U.S. Anticrime and Counterdrug Assistance for Mexico and Central America.
Presented concerns that human rights safeguards are incorporated into the Merida Initiative.
Fiscal 2009 State-Foreign Operations Appropriations (House): Proposed language for aid to Guatemala, Indonesia, and Colombia.

S. 2829: To make technical corrections to section 1244 of Public Law 110-181, the National Defense Authorization Act for Fiscal Year 2008, which provides special immigrant status for certain Iraqis, and for other purposes.
H.R. 1585: National Defense Authorization Act for Fiscal Year 2008, Section 1242 (processing mechanisms) and Section 1243 (United States refugee program processing priorities).
