In opposition to the forced and involuntary repatriation of Hmong and Laotina refugees and asylum seekers from Thailand to Laos; to seek to grant sanctuary, political asylum and humanitarian assistance to ethnic Laotian and Hmong veterans and their refugee families (who served with U.S. clandestine and military forces in Laos during the Vietnam War) in Thailand until they can be resettled in third countries willing to accept them including Australia, France and others.
Urging that the LPDR regime in Laos, and the Lao military, be pressed by the U.S. Congress, United States, United Nations and International community to abide by the spirit and letter of H.Res. 402 (passed in the U.S. Congress in 2004) to allow international human rights monitors into Laos, humanitarian assistance for Hmong under attack by the Lao military and LPDR regime, and international monitored, free and fair elections;
Urging the LPDR regime to release Hakit Yang and two other Hmong-American citizens from St. Paul arrested in 2007 in Laos by Lao military and security forces;
Urge the LPDR and Lao military to cease its religious persecution of Laotian and Hmong religious dissidents and independent Buddhist, Catholic and Protestant groups seeking to worship outside the control of the LPDR;
Urging that the LPDR regime and Lao military cease its human trafficking and large-scale, systemic sexual exploitation of women, especially Laotian and Hmong minority women survivors of military attacks, reeducation camps and other forms of institutional violence;
Urging that the LPDR regime in Laos, and the Lao military, be pressed by the U.S. Congress, United States, United Nations and International community to abide by the spirit and letter of H.Res. 402 (passed in the U.S. Congress in 2004) to allow international human rights monitors into Laos, humanitarian assistance for Hmong under attack by the Lao military and LPDR regime, and international monitored, free and fair elections;
Urging the LPDR regime and the Lao miitary to immediately cease its military attacks on Laotian and Hmong civilians and peaceful political and religious dissident groups;
Urging the LPDR regime in Laos to immediately release pro-democracy Lao student demostrators arrested in October 1999 while peacefully protesting in Vientiane, Laos.
Urging the LPDR regime to release Hakit Yang and two other Hmong-American citizens from St. Paul arrested in 2007 in Laos by Lao military and security forces;
Urge the LPDR and Lao military to cease its religious persecution of Laotian and Hmong religious dissidents and independent Buddhist, Catholic and Protestant groups seeking to worship outside the control of the LPDR;

Urging that LPDR military and political leaders responsible for genocide, ethnic cleansing, crimes against humanity, war crimes and atrocities against Laotian and Hmong civilians and peaceful political and religious dissident groups be held accountable to international law and be indicted and brought to trial before and international war crimes tribunal in the Hague or other appropiate location;
Urging that the LPDR regime in Laos, and the Lao military, be pressed by the U.S. Congress, United States, United Nations and International community to abide by the spirit and letter of H.Res. 402 (passed in the U.S. Congress in 2004) to allow international human rights monitors into Laos, humanitarian assistance for Hmong under attack by the Lao military and LPDR regime, and international monitored, free and fair elections;
Urging that the LPDR regime cease its military and security force attacks on Hmong and Laotian civilians and political and religious dissident groups;
