Provided feedback on and support for H.R. 5240, Enhancing Grid Through Public-Private Partnerships Act, to permanently authorize program assisting small- and medium-sized electric utilities with grid security.
Provided feedback on H.R. 5239, Cyber Sense Act of 2018, to establish a volunteer program that identifies and promotes cyber-secure products intended for use in the bulk power system.
Discussed the need for enhanced background screening of utility employees and provided feedback on draft legislation.
Supported legislation to establish the new Office of Cybersecurity, Energy Security, and Emergency Response (CESER) at the Department of Energy -- H.R. 5174, Energy Emergency Leadership Act.
Discussed the electric utility industry's efforts to protect the grid and its close work with the federal government on cybersecurity.

Expressed opposition to the President's fiscal year (FY) 2019 proposal to divest the transmission assets of the Power Marketing Administrations (PMAs) and Tennessee Valley Authority (TVA) and to change PMA rates from cost based to market based.
Lobbied in support of report language in to H.R. 5895, the Energy & Water Development Appropriations bill for fiscal year 2019, expressing opposition to the sale of the PMAs and/or TVA and their assets. Also supported language in the bill aimed at stopping the court-ordered spill on the Federal Columbia River Power System.
Expressed opposition to the Administration's proposal to privatize the PMAs and TVA in its report on reorganizing and reforming the government.
Provided feedback on draft legislation to establish a revolving fund at the Army Corps of Engineers for the Southwestern Power Administration.
Expressed support for funding for restoration of Yucca Mountain as a permanent repository for spent nuclear fuel in H.R. 5895, the Energy & Water Development Appropriations Act for Fiscal Year 2019.

Expressed support for H.R. 2083/S. 3119, the Endangered Salmon and Fisheries Predation Prevention Act, to protect ESA-listed fish species and ratepayers in the Pacific Northwest by addressing sea lion predation in the Columbia River Basin.
Expressed support for H.R. 3144, to provide for operations of the Federal Columbia River Power System pursuant to a certain operation plan for a specified period of time, and for other purposes.
Expressed support for H.R. 4465, the Endangered Fish Recovery Programs Extension Act of 2017, which extends programs that provide ESA-compliance for public power utilities in the Western U.S.
Provided feedback on ESA reform legislation by Senator John Barrasso. Discussed the need for species protections to not be overly burdensome on public power utilities.
Provided feedback on H.R. 6354, the STORAGE Act, to amend the ESA to prohibit the Departments of the Interior and Commerce from designating as critical habitat an area in a water storage, diversion, or delivery facility where habitat is periodically created and destroyed as a result of changes in water levels caused by the operation of the facility.
Discussed how reviews conducted pursuant to the National Environmental Policy Act (NEPA) impact public power utilities and support for improving the NEPA implementation process.

Expressed support for language in S. 2560, the Reclamation Title Transfer Act of 2018, and H.R. 3281, the Reclamation Title Transfer Act of 2018, to ensure that federal hydropower customers are protected in Bureau of Reclamation title transfer legislation.
Expressed support for the hydropower provisions in S. 2800 and S. 3021, both entitled the America's Water Infrastructure Act of 2018, as well as the inclusion of language on the Colorado River Recovery Program. Discussed the need to ensure federal hydropower customers are not assigned costs without concomitant benefits.
