Provided specific recommendations to members of Congress and the executive branch for the reauthorization of the federal highway and public transportation programs. Specifically supported passage of H.R. 4348, the Moving Ahead for Progress in the 21st Century Act. Recommendations included increasing investment, creating a federal freight program, and reforming environmental review and approval process for transportation projects, consolidating programs, and expanding private investment opportunities.
Opposed Motion to Instruct Conferees offered by Rep. Paul Broun (R-Ga.) which would have severely cut FY 2013 outlays for the Department of Transportation effectively crashing the federal highway and transit programs.

Opposed cuts to transportation programs in the FY 2013 Appropriations process, including in H.R. 5972, the Transportation, Housing and Urban Development and Related Agencies Appropriations Act, 2013, which continues investment at levels below what Congress provided in FY 2009. Opposed similar cuts in Senate Appropriations process. Continuing the FY 2012 investment levels of $39.1 billion annually result in a cut of $2 billion below FY 2009 levels. Supported Senate transit levels over House cuts.
