P.L. 111-203 - Implementation and modifications for the "Dodd-Frank Wall Street Reform and Consumer Protection Act," which eliminated the Office of Thrift Supervision, the primary regulator of State Farm Bank, and replaced it with the Office of the Comptroller of the Currency, effective July 21, 2011.
The legislation modified the Bank Holding Company Act and the Home Owners Loan Act and provided that all Savings and Loan Holding Companies (SLHCs) are regulated by the Federal Reserve effective July 21, 2011. This entails new reporting requirements for the holding company. Also, the legislation created the Financial Stability Oversight Council to identify and regulate systemically important non-bank financial companies. Through the Collins Amendment, the Act imposed minimum risk-based capital and maximum leverage requirements on banks and SLHCs. In response to this law, State Farm is also supporting H.R. 2140 and S. 1369, legislation intended to ensure that inappropriate banking standards are not applied to SLHCs primarily engaged in the business of insurance.
In addition, it created a system for resolving failing systemically important companies. There are assessments associated with this new resolution authority. The Dodd-Frank Act also directed the Securities and Exchange Commission (SEC) to conduct a study evaluating the different standards of conduct between broker-dealer and investment advisors. It also modified the rules governing investments by entities that have an insured depository within their corporate structure (i.e., the Volcker Rule).

H.R. 1878/S. 905 - "The Safe Building Code Incentive Act," which would provide financial incentives to states that adopt and enforce nationally recognized model building codes for residential and commercial structures.
H.R. 1101, "The Homeowners and Taxpayers Protection Act" and H.R. 240, "The Homeowners Insurance Protection Act" to create a federal backstop to stand behind state catastrophe funds through the U.S. Treasury Department's sale of reinsurance and the establishment of a guarantee program for debt issued by state catastrophe funds.

Federal Trade Commission's (FTC) proposed rules to implement Public Law 108-159, "Fair and Accurate Credit Transactions Act," that established uniform national standards for certain consumers credit insurance and employment transactions.
The FTC and Federal Reserve (Fed) issued studies on the effects of credit scores and credit-based insurance scores on the availability of financial products.
The FTC is studying the effects of the use of credit-based insurance scoring as it relates to the affordability of homeowners insurance.

Improving the efficiency of the current regulatory system, whether by modifying the existing state system or creating an optional federal charter for insurance companies.
Congressional Oversight relating to P.L. 111-203, the Dodd-Frank Wall Street Reform and Consumer Protection Act - established a
Federal Insurance Office within the Department of Treasury; established a Consumer Financial Protection Bureau; created a Financial Stability Oversight Council to regulate systemically important companies; calls for a review of the standards for investment advisors and broker dealers; created a system for winding down the affairs of failing systemically important companies; and imposed proprietary trading restrictions on financial firms with FDIC depository institutions within their corporate structure.
H.R. 2140/S. 1369 - Which would ensure that insurance regulatory and capital standards are applied to insurance-based SLHC's and systemically important nonbank financial companies.
H.R. 99 - "Health Insurance Industry Antitrust Enforcement Act" which would repeal the McCarran-Ferguson Act as related to health insurance and medical malpractice.
H.R. 508 "Terrorism Risk Insurance Reauthorization Act of 2013" - The Terrorism Risk Insurance Program, which provides a federal backstop for commercial P&C losses resulting from acts of terrorism is due to expire on December 31, 2014. Efforts are underway to extend the program.
