EDA supported the previous passage of the Tax Cuts and Jobs Act (H.R.1). EDA continues to support the preservation of the Last In-First Out Accounting method, reduced personal and corporate tax rates, and elimination of the "Death Tax." EDA is not aware of any pending bills related to these priorities at this time.
EDA supports H.R. 4175 the Invest in Innovative Small Business Act. This bill would amend the internal revenue code to allow a credit income for equity investments and addresses other than small business concerns.

EDA supports the passage of H.R. 1101. the Small Business Health Fairness Act of 2017. This bill would allow small businesses to be exempt from certain health care obligations under the Affordable Care Act.
EDA supports the passage of H.R. 33 and S. 584, The Small Business Regulatory Flexibility Improvements Act of 2017. These bills would modify the rulemaking requirements to include initial and final regulatory analysis. This would increase small business participation in the regulatory process and would require agencies to consider the economic impact of proposed rules.
EDA supports the passage of H.R. 76, the Separation of Powers Restoration Act of 2017. This bill would modify the legal standard applied by judges to rules implemented by administrative agencies.
EDA supported the Tillis-Harris Amendment to the 2018 Appropriations Bill related to H-2B visas. If it had been adopted, the amendment would provide a permanent increase in the cap from 66,000 to 132,000.

EDA supports S. 577 the Providing Accountability Through Transparency Act of 2017. This bill requires each agency to provide a 100 word plain language summary of proposed rules to simplify the regulatory process and encourage citizen involvement.

EDA supports the implementation of trade agreements which level the playing field for U.S. companies which import and export goods. EDA supports the finalization of the USMCA which has modernized NAFTA.
EDA supports H.R. 442, the Cuba Trade Act of 2017. Opening the Cuban market would be beneicial to the equipment industry.

EDA supports the passage of S.2343 and H.R.4881 the Precision Agriculture Connectivity Act of 2018. This bill would help facilitate the deployment of broadband internet across rural America in order to optimize agriculture services and production.
We applaud the inclusion of the Precision Agriculture Connectivity Act in the 2018 Farm Bill.
This legislation will ensure that the federal government evolves along with the technology that has revolutionized modern agriculture.
Broadband deployment in unserved and underserved croplands and ranchlands is essential to farmers and ranchers who produce the food, fuel and fiber across the United States and around the world.
Without rural broadband modern equipment is underutilized and crops are not being planted or harvested to the full extent possible.
Equipment maintenance and repairs can be performed using remote technology but that technology requires internet connectivity.
Agricultural Equipment Dealers and Manufacturers have made a commitment to end users to provide a host of diagnostic and repair information by 2021.
In order to utilize this information, end users will need access to the internet in the field. The combination of our industry commitment and advances in rural broadband will lead to less downtime for farmers and optimum efficiency in the field at vital times.

EDA supports the passage of the 2018 Farm Bill, both Senate (S. 3042, The Agriculture Improvement Act of 2018) and House (H.R. 2, Agricultural Improvement Act of 2018).
EDA supports increased levels of crop insurance for farmers/commodity groups.
We oppose any amendments which would weaken crop insurance programs.
Crop insurance is food security insurance, and food security is national security.
Crop insurance is critical to the rural economy. Without crop insurance most producers simply cannot qualify for the operating loans needed to put a crop in the ground.
We urge Conference Members to oppose amendment that would:
oIncrease the cost of crop insurance to farmers.
oReduce the number of farmers eligible for crop insurance and thereby reduce the risk pool.
oCut the efficient and effective private sector delivery of crop insurance.
