NCA lobbied on behalf of legislation to be introduced that will simplify compliance with the Patient Protection and Affordable Care Act for private clubs that use seasonal employees. Without this legislation, clubs using seasonal workers will likely encounter unintended compliance errors with the new healthcare law. The bill has not yet been introduced.

NCA lobbied for HR 4238, a bill to stop the Department of Labor (DOL) from implementing any further changes to the H-2B Visa Program. DOL has issued a new wage rule that would make the program too expensive for NCA members to use. This bill would prohibit that. Additionally, NCA lobbied for an amendment to the Senate's FY15 Appropriations Bill for DOL that would prohibit funding for the new wage rule. The appropriations bill has not been voted on yet. NCA also lobbied on behalf of the Save American Workers Act, HR 2575. The bill will change the definition of full-time employee found in the Patient Protection and Affordable Care Act from 30 hours per week to 40 hours per week. With this change, NCA members will minimize health insurance costs that otherwise could cause them to reduce hours for employees or layoff workers. The bill passed the House but has not been acted upon in the Senate.

NCA lobbied for HR 3367, a bill to delay the annual tax imposed on health insurance providers for selling health insurance policies. The tax is found in the Patient Protection and Affordable Care Act and it will be passed on to those who purchase insurance policies. Thus, it is a tax on NCA member clubs that will further impact their bottom lines and potentially lead to job losses in the private club industry.
