In 2017 in this issue, NDRN continued to work to increase appropriations in FY 18 for the Protection and Advocacy programs and the Client Assistance Program. We also continued to work in coalition for increases in overall health care (including substance use and mental health treatment) funding, education, transportation, and housing appropriations for individuals with disabilities. Finally, working to get rid of the negative effects of sequestration on non discretionary defense budgets.

In 2017, NDRN continued to work for legislative fixes to ensure P&A access and authority remain strong and vibrant. We also worked to ensure the regulations and legislation concerning what is home and community based living remains reflective of what people with disabilities want and desire.
Finally, we continue to work to ensure that the American with Disabilities Act is not limited in its authority and coverage for people with disabilities, specifically against bills like the ADA Notification Act, HR 620.

Working to increase Protection and Advocacy Systems access to disaster relief efforts to help ensure the protection of individuals with disabilities. Also working to ensure that disaster relief efforts are accessible and address the specific needs of people with disabilities. Stopping the use of restraint and seclusion in schools and legislation in both the House and Senate to create federal standards on the use of restraint and seclusion. Working to get the Keeping All Students Safe Act from previous Congresses introduced in the 115th Congress.
Legislation to reauthorize IDEA. With the passage of the Every Student Succeeds Act, our focus turned to the implementation of ESSA through regulation and guidance, as well as arguing against the rescinding of guidance and regulations we supported from the last Administration.
Creation of a protection and advocacy program focused on education. We are also working on high stakes testing issues to ensure accessibility and accommodations.
Finally, ensuring that disability provisions are infused in other reauthorizations like the Higher Education Act and Perkins Career and Technical Education Act.

Trying to get the Protection and Advocacy agencies access to the immigration system in order to help immigrants and detainees with disabilities have an advocate to ensure they are receiving the services and supports they should be getting. This is especially true for those with a psychiatric disability.

Raising the profile of the Protection and Advocacy System in the Native American population and the benefit the Protection and Advocacy System could bring to issues for Native Americans with disabilities. Most specifically focused on the education issues faced by Native Americans with disabilities and trying to get the Protection and Advocacy system to be used to help address these issues and problems.
Finally, working to get direct funding to the P&A system to help the 57 agencies serve this population.

Also discussing individual demonstration projects for P&As on juvenile justice issues. Also looking at the overall JJDPA and other juvenile justice issues as they relate to individuals with disabilities.
Finally, criminal justice and police response issues as it relates to people with disabilities.
NDRN also followed the attempts to implement overall criminal justice reform to make sure they included aspects beneficial to people with disabilities and did not contain punitive measures that would negatively impact people with disabilities.

NDRN in this area focuses on retirement and financial security issues for individuals with disabilities. This includes Social Security, tax law issues, also trusts to care for individuals
with a disability. Additionally we work on legislation and regulations for the ABLE accounts.
NDRN was also focused on creating a system where the P&As can help Social Security monitor Representative Payees.
Reauthorization of the PABSS program is also a priority.
Finally, working to beat back attempts to cut SSDI or unemployment insurance for people that receive both benefits.

NDRN's work here is focused on ensuring that veterans with disabilities have legislation passed to help them make the transition to civil life. Also exploring funding for the work the P&As and CAPs have been doing with veterans.
Finally we have been working on legislation, H.R. 1712, to create a demonstration project and funding for P&As to monitor veteran facilities, specifically focused on veterans with mental health or substance use issues.

NDRN is working on making sure buses, trains, airlines and cruise ships are accessible for people with a disability. This involves following and working on the reauthorization of the national transportation act to make sure it helps people with disabilities get effective transportation to be fully included in the community. Finally, NDRN is seeking demonstration project funding for the P&As to support the transportation work they do.
