HR2547, S1335 Secure Family Futures Act
Summary is in progress. To amend the Internal Revenue Code of 1986 to exclude debt held by certain insurance companies from capital assets.
HR996, S400 Paid Family and Medical Leave Tax Credit Extension and Enhancement Act: This bill modifies the employer tax credit for paid family and medical leave. Specifically, the bill (1) makes such credit permanent, (2) allows the credit in states or localities that either mandate or do not mandate paid family and medical leave, (3) allows employers to claim the credit for a portion of their paid family leave insurance premiums, (4) reduces the minimum employment period eligibility requirement, and (5) requires the Small Business Administration and the Internal Revenue Service to conduct targeted outreach to employers and other relevant parties regarding the availability and requirements of the credit.
H.R.1/ SA 2360 - One Big Beautiful Bill Act- This bill reduces taxes, reduces or increases spending for various federal programs, increases the statutory debt limit, and otherwise addresses agencies and programs throughout the federal government.

HR2441 Improving Disclosure for Investors Act of 2025. This bill requires the Securities and Exchange Commission (SEC) to propose and finalize rules to allow entities to deliver regulatory documents to investors electronically. The SEC must establish a mechanism for investors to opt out of electronic delivery and receive paper documents instead. If the SEC does not finalize rules within one year after enactment, the bill allows for electronic delivery of these documents.

H.R.3090- I-PLAN Act of 2025 - To establish the Interstate Paid Leave Action Network to provide support and incentives for the development and adoption of an interstate agreement that facilitates streamlined benefit delivery, reduced administrative burden, and coordination and harmonization of State paid family and medical leave programs to benefit employees, States, and employers.

S.1831 - Auto Reenroll Act - This bill allows plan sponsors to automatically reenroll non-participating employees into their employer-sponsored retirement plans at least once every three years.
S.1707 - Helping Young Americans Save Act - This bill lowers the age required for retirement plan eligibility to 18 (from 21).
S.1728 - Employee Ownership Representation Act - This bill adds two representatives of ESOP organizations to the ERISA Advisory Council.
S.1645 - American Ownership and Resilience Act - This bill proposes a new zero-subsidy investment facility within Commerce to provide loan guarantees for private investment funds focused on supporting employee ownership transitions at small and mid-size businesses.
S.1840 - Retirement Investment in Small Employers Act - This bill would raise the minimum tax credit that small businesses with fewer than 10 employees can receive when establishing a retirement plan from a minimum threshold of $500 to $2,500.
S.2210- Unlocking Benefits for Independent Workers Act - This bill would create a safe harbor under federal law for companies that would like to voluntarily provide access to benefits to contractors.
S.2217 - Independent Retirement Fairness Act - This bill would permit contractors to participate in retirement benefit plans like a single pension IRA and pooled employer plans, while insulating companies from being treated as an employer.
H.R.2696 / S.1526 - Retirement Savings for Americans Act - This bill would create a federally-run defined contribution plan for private sector workers who lack access to or are ineligible for a workplace retirement plan from their employers.
H.R.2988 - Protecting Prudent Investment of Retirement Savings Act - This bill requires retirement plan fiduciaries to prioritize maximizing returns rather than political or social impact via environmental, social, and governance factors.
S. TBD- Leveraging Investment and Broadened Employee Retirement Today Act (LIBERTY Act): This bill amends the Employee Retirement Income Security Act of 1974 to clarify the fiduciary duties regarding asset classes.

S1727 Employee Ownership Fairness Plan. To amend the Employee Retirement Income Security Act of 1974 to permit employee stock ownership plan participants to benefit from the full amount of beneficial ownership that can be accrued in the plan while also fully realizing the benefits of saving for retirement in a defined contribution plan. S2458 Employee Ownership Financing Act. To require the Secretary of Labor to establish the Office of Employee Ownership to carry out the Employee Ownership Initiative and establish and carry out the Employee Ownership Loan Program, and for other purposes. Summary in progress.
S2403 Retire Through Ownership Act. To amend the Employee Retirement Income Security Act of 1974 to provide a clear definition of adequate consideration for certain closely held stock, and for other purposes. Summary in progress.
S2335 Pensions for All Act. This bill requires every employer to provide to their employees a retirement program with benefits equivalent to the Federal Employees Retirement System or to elect for their employees to participate in the Federal Employees Retirement System, and for other purposes, require employers of all sizes and self-employed individuals to sponsor a DB plan.
HR6324 Retirement Simplification and Clarity Act. This bill permits in-service plan distribution at age 50 or older for purpose of purchasing an individual retirement annuity.
HR6757 Rollover Contributions from Roth IRAs to Designated Roth Accounts Act. This bill allows transfers from Roth IRAs to designated employer-sponsored Roth DC plan accounts.

S. 2495 - The Keep Call Centers in America Act: This bill aims to keep call center jobs in the U.S. by requiring the Secretary of Labor to list employers who relocate call centers overseas, making them ineligible for federal grants and loans.
S. TBD - The Halting International Relocation of Employment Act (Hire Act): This bill discourages US companies from outsourcing jobs by imposing a 25% tax on "outsourcing payments"-payments for foreign labor or services that benefit US consumers.
