Seeking the introduction in the House of a bill to amend the Internal Revenue Code to increase from $15 billion to $20.8 billion the national limitation on the amount of tax-exempt highway or surface freight transfer facility bonds. Seeking guidance on 26 USC 163, Section J (as amended by Tax Cut and Jobs Act of 2017, Pub. L. 115-97, December 22, 2017) to affirm the real property trade or business exception is applicable to public infrastructure projects procured through public-private partnerships.

Implementation of the Expedited Project Delivery for Capital Investment Grants Pilot Program authorized by the Fixing Americas Surface Transportation (FAST) Act, P.L. 114-94 (December 4, 2015), Title III, Section 3005b. Implementation of 23 USC, Section 106, Subsections H and I to require financial and project management plans for major infrastructure projects. A bill to amend 23 USC to allow airports to participate in the Transportation Infrastructure Finance and Innovation Act (TIFIA) loan program, authorized by the Fixing Americas Surface Transportation (FAST) Act, P.L. 114-94 (December 4, 2015); no bill introduced. Seeking provisions that increase the use of public-private partnerships for infrastructure projects in proposed legislation to provide for the solvency of the Highway Trust Fund, to make investments in infrastructure, and for other purposes; no bill introduced.
