Urged congress to increase the FMAP for Medicaid by 5.8 percent for a total increase of 12 percent to ensure states capacity to provide access to care though Medicaid in then next round of financial relief.
Urged HHS to ensure that a proportional amount of the remaining Public Health and Social Services Emergency Fund (PHSSEF) and any additional relief funding appropriated by Congress, is provided quickly to ALL Medicaid providers and health professionals impacted by the COVID-19 pandemic.
Urged the House to support the H.R. 826, Expressing disapproval of the Trump administrations harmful actions towards Medicaid. This resolution seeks to reverse the recent guidance from the Centers for Medicare and Medicaid Services (CMS) titled Healthy Adult Opportunity, which would essentially cap or block grant funding for certain populations.
CMS-2393-P Medicaid Program; Medicaid Fiscal Accountability Regulation; Proposed Rule (84 Federal Register 63722, November 18, 2019) - Urged CMS not to finalize the proposed MFAR. The proposed rule could force states to reduce the size of their Medicaid programs by covering fewer beneficiaries, restricting health care services or reducing provider payment rates.
Urged the House to support H.R. 3, the Lower Drug Costs Act Now of 2019, which includes proposals to lower the costs of prescription drugs through Medicare negotiation authority and also includes new Medicare protections and additional coverage.
Urged the House to support H.R. 4650, the Medicare Dental Act of 2019, which would add a dental benefit to Medicare Part B.
Urged the House to support H.R. 4665, the Medicare Vision Act of 2019, which would a vision benefit to Medicare Part B.
Urged the House to support H.R. 4618, the Medicare Hearing Act of 2019, which would add a hearing benefit to Part B including hearing aids.
2393-P - Request for Extension of Comment Period for Medicaid Program; Medicaid Fiscal Accountability Regulation, 84 Fed. Reg. 63722 (November 18, 2019) - Urged CMS to extend the comment period on the proposed rule for at least 60 days, until March 17, 2020, to ensure that states and other stakeholders have sufficient time to provide CMS with the information it needs to make sound policy decisions.
Territories Health Care Improvement Act (HR 3631) - Urged the Senate to adopt new funding levels for Medicaid in the Territories to address outdated funding mechanisms and matching rates.
Urged the House and Senate to delay FY2020 funding cuts to Medicaid disproportionate share hospitals.
Beneficiary Education Tools, Telehealth, and Extenders Re-authorization Act of 2019 (H.R. 3417) - Supported expanding mental and behavioral health telemedicine services to Medicare beneficiaries.
Patient Centered Outcomes Research Institute (H.R. 3439) - Supported extending the legislation to provide research on substance use disorders, mental health, and maternal morbidity and mortality.
The HEARTS and Rural Relief Act (H.R. 3429) - Supported extending the rural and critical access hospital moratorium for two years on direct supervision requirements for outpatient therapeutic services.
Empowering Beneficiaries, Ensuring Access, and Strengthening Accountability Act of 2019 (H.R. 3253) - Supported extending Medicaid demonstration programs to improve person-centered health care across the continuum of care.
Maternal Health Quality Improvement Act (H.R. 4995) and Helping Medicaid Offer Maternity Services Act of (H.R. 4996) - Urged the Senate to pass both to help to eliminate preventable pregnancy-related deaths and improve maternal health outcomes.
Reauthorizing and Extending America's Community Health (REACH) Act (H.R. 2328) - Opposed a statutory payment rate. Supported elimination of DSH funding cuts for FY 2020 and 2021. Supported permanent Medicaid funding in the United States territories. Supported demonstrations for Medicare beneficiaries that promote enrollment, education, and outreach.

(S. 3721/ H.R. 6763) COVID-19 Racial and Ethnic Disparities Task Force Act - Expressed support for the COVID-19 Racial and Ethnic Disparities Task Force Act. This legislation would address the health disparities faced by minority communities during the pandemic and would establish a permanent Infectious Disease Racial Disparities task force to ensure that in future pandemics, our health care system and emergency response addresses the issues of racial and ethnic health disparities.
(H.R. 6638) Reducing COVID-19 Disparities by Investing in Public Health Act - Expressed support for the Reducing COVID-19 Disparities by Investing in Public Health Act. This legislation would increase the annual funding for the Chronic Disease Prevention and Health Promotion Fund, the National Institute on Minority Health and Health Disparities, and the various offices of Minority Health within the Office of the Secretary of HHS, the Agency for Healthcare Research and Quality, the Centers for Disease Control and Prevention, the Centers for Medicare & Medicaid Services, the Food and Drug Administration, the Health Resources and Services Administration, and the Substance Abuse and Mental Health Services Administration. These agencies play a major role in understanding racial and ethnic health disparities, while also engaging in policy solutions towards their elimination.
(H.R 1425) Patient Protection and Affordable Care Enhancement Act - Urged House to vote for passage of this bill. This legislation provides several necessary additions and improvements to the landmark Affordable Care Act (ACA), ensuring that accessible and affordable care is available for all those who need it in our country.
Senate Committee on Finance requested information and solutions for improving maternal health. Responded to the committee with ways to identify and implement high-quality and effective health care services and gave a specific example of a tool developed by a CHA member.
Coronavirus Immigrant Families Protection Act (H.R. 6437) - Supports modifying immigration policies that would deter immigrants from seeking health services for the duration of the coronavirus emergency and for 60 days after the emergency ends, ensure that everyone has access to covid-19 testing, treatment, and vaccines, and provide $100 million for the Centers for Disease Control and Prevention to provide language access and public outreach.
Improve Childrens Access to Care: Increase Funding for the Childrens Hospitals Graduate Medical Education (CHGME) Program - Requested Congress support for childrens health and provide $465 million in funding for CHGME for FY 2021.
Urged the House to support H.R. 3398, the Pathways to Health Careers Act of 2019, which includes legislation that extends the current Health Profession Opportunity Grant (HPOG) demonstration grants and aims to increase the pipeline of the health care workforce, including in rural areas and the territories.
No Surprises Act (H.R. 3630) - Opposed the establishment of a statutory payment rate.
Palliative Care and Hospice Education and Training Act (H.R. 647, S.2080) - Urged Congress to support palliative care education for medical providers and reduce barriers to care for patients with serious or life-threatening illnesses.
Protecting Americans with Pre-existing Conditions Act (H.R. 986) - Supported affordable health care coverage and consumer protections for patients with pre-existing conditions.
Health Care Affordability Act of 2019 (H.R. 1868) - Supported reducing insurance premiums and out-of-pocket costs in the insurance marketplace for low-income families not eligible for tax credits.
Strengthening Health Care and Lowering Prescription Drug Costs Act (H.R. 987) - Supported lowering prescription drug costs and strengthening the Affordable Care Act exchange market.
Overdose Prevention and Safety Act (H.R. 2062) - Supported the alignment of substance use disorder health records with HIPAA protections.
Supported the 340B outpatient drug pricing program for safety net hospitals.
Lower Health Care Costs Act (S. 1895) - Opposed the proposed bill amendment which would reduce the scope and effectiveness of the 340B outpatient drug pricing program. Supported protection against surprise medical bills. Opposed a statue payment rate.
The Resident Physician Shortage Reduction Act of 2019 (H.R. 1763, S. 348) - Supported increased physician training in geriatric care and telemedicine to improve patient health care access.

(H.R.6788/S.3599) Healthcare Workforce Resilience Act - Urged Congress to consider quick passage of the Health Workforce Resilience Act. This legislation will provide a long-term solution for immigrant workers by recapturing 15,000 unused employment-based immigrant visas from prior years for physicians and 25,000 for professional nurses. By providing a fast track to permanent residency this will allow greater flexibility in work assignments, helping our Catholic facilities extend their healing mission to where the needs are greatest.
Removing Barriers to Care During the Novel Coronavirus (COVID-19) Global Pandemic - Urged DHS and its components to remove barriers to healthcare access so that immigrants may safely comply with government recommendations during this global pandemic health crisis.
The GRACE Act (H.R. 2146, S. 1088) - Opposed setting a limit on refugee admissions.
No Federal Funds for Public Charge Act of 2019 (H.R. 3222) - Supported maintaining the current definition of Public Charge to ensure continued access to Medicaid and other federal assistance programs.
American Dream and Promise Act of 2019 (H.R. 6) - Expressed support for young adults who entered the United States as children to be granted a special immigration status, creating a pathway to citizenship.

IRS 990- Request an automatic extension of six months for filing Forms 990, 990-T, and 4720 to any Section 501(c)(3) organization that is required to file Form 990, Schedule H. Hospitals and health systems are on the front lines in responding to and meeting the needs of communities as they confront the COVID-19 pandemic and all resources must be made available to meet the demands of the health and economic emergency they face.

(H.R.6820/S.3685) Emergency Rental Assistance and Rental Market Stabilization Act - Urged Congress to include the Emergency Rental Assistance and Rental Market Stabilization Act in the next coronavirus relief package. This legislation would provide states, localities, territories, and tribes with flexible resources to provide direct support to households in need with short term and medium-term rental assistance or to cover up to 6 months of back-rent and late fees. The funds may also be used to stabilize households by helping to address the cost of security deposits and utility deposits and payments, among other expenses.
Urged congress to include the following targeted measures in the next supplemental legislative package; increased financial support and protection for our front-line health care facilities and providers; protect and Expand Health Care Coverage and Access; and bolster the Social Safety Net. This legislation will continue to provide our nation with crucial resources needed to combat covid-19 and support the health and economic security of individuals, families and communities.
(H.R.6800/S.2248) Heroes Act - Urged Congress to consider quick passage of the Heroes Act. This legislation provides measures to meet these three key focus areas, including enhanced funding for rapid covid-19 testing and protective personal equipment for health care personnel, replenishment of the Public Health emergency fund and relief for Medicaid providers, re-opening of the health care Exchange and financial assistance for those losing employer-based coverage, and additional assistance for housing and nutrition programs that are helping to keep poor and vulnerable populations healthy during the pandemic.
Urged the Senate to support the inclusion of S. 1018, the Protecting Jessica Grubbs Legacy Act, in the third copvid-19 supplemental coronavirus response that bill include robust provisions directly supporting hospitals, long-term care and other health care organizations.
Urged the House to work toward bipartisan passage of a coronavirus response bill. This legislation must contain immediate remedies that promote public health and protects the health and economic well-being of individuals, their families and communities.
CARES ACT- Urged Congress to expeditiously work toward bipartisan passage of a third supplemental coronavirus response bill that would include targeted financial and policy measures to hospitals, long-term care facilities and other health care organizations that are on the front lines of the epidemic.
CARES ACT - Urged Congress to include robust provisions directly supporting hospitals, long-term care and other health care organizations in the third supplemental coronavirus bill. More needs to be done to ensure that hospitals and other health care providers receive immediate resources to address this pandemic, expand critical operations and protect health care workers, patients and their communities.
Urged Congress to include emergency assistance funding to help prevent housing instability and homelessness as a result of the outbreak.
