The International Brotherhood of Electrical Workers (IBEW) lobbied in support of the rehabilitation for Multiemployer Pensions provisions to be included in pandemic response legislation; text similar to Rehabilitation for Multiemployer Pensions Act (H.R. 397) and the Butch Lewis Act (S. 2254) would provide long-term, low-interest loans to distressed multiemployer defined pension plans. The intended effect of this legislation is to protect the defined pensions of over one million retirees and active workers in the United States and maintaining the long-term solvency of the Pension Benefit Guaranty Corporation (PBGC). The IBEW is the sponsor of the second-largest multiemployer defined benefit pension plan in the United States, the National Electrical Benefit Fund.
The International Brotherhood of Electrical Workers (IBEW) lobbied against the inclusion of the Giving Retirement Options to Workers (GROW) Act in COVID-19 response legislation. The GROW Act would allow for the creation of new composite pension plans that would weaken the multiemployer pension system. Composite plans would allow for employers to withdraw from the pension system without playing liability, result in cuts to multi-employer pension benefits, and are exempt from paying Pension Benefit Guaranty Corporation (PBGC) premiums. The GROW Act was included in H.R.6800 - The Heroes Act.

The International Brotherhood of Electrical Workers (IBEW) lobbied against proposed changes to the Paycheck Protection Program, which would eliminate the requirement that loan recipients use as least 75 percent of PPP funds towards payroll expenses. The design of the Paycheck Protection Program is to keep workers employed during the COVID-9 pandemic shutdown, it is in the best interest of our members that the original intent remain intact.

The IBEW supports the enactment of the Nuclear Energy Leadership Act (H.R. 3306/S. 903), which would create federal policies to support nuclear power research and deployment. This would include the establishment of a domestic market for advanced nuclear generation, ensure the availability of high-assay low-enriched uranium (HALEU), support the construction of demonstration projects and support training for the next generation of nuclear sector workers. Federal support for advanced nuclear generation could potentially provide thousands of jobs to current and future IBEW members once the technology is commercially deployed.

The International Brotherhood of Electrical Workers (IBEW)supports the passage of the Good Jobs for 21st Century Energy Act (S. 2185). This legislation would create a 10 percent tax credit for the construction of clean energy projects that meet certain labor standards. This legislation has the potential to provide employers with a significant incentive to employ thousands of IBEW members in building out low and zero-carbon energy projects around the United States.
The International Brotherhood of Electrical Workers (IBEW) supports passage of the
Nuclear Powers America Act (H.R. 2314/S. 1134). This legislation would support the
work of over 15,000 IBEW members by providing an investment tax credit for existing
nuclear generation.

The International Brotherhood of Electrical Workers (IBEW) lobbied in support of a comprehensive direct investment in the United States transportation sector. This approach must be prioritized to meet the infrastructure needs of the United States, especially following the economic impact of the novel Coronavirus. The inclusion of labor protections such as the Davis-Bacon Act and Buy America is imperative to the creation of jobs and stability in the American economy.
The International Brotherhood of Electrical Workers (IBEW) lobbied in support of provisions outlined in S. 3884: Essential Transportation Employee Safety Act of 2020 that would require transportation companies to implement mandatory cleaning and disinfection of equipment and facilities within the workplace. S. 3884 would additionally require employers to issue personal protective equipment to workers that follow CDC recommendations in order to adequately protect against the COVID-19 virus and priority testing for transportation employees with the hightest risk of infection.
