Support passage of legislation (S. 700 and HR 1747) to reduce the number of years farm and ranch equipment is depreciated over from 7 years to 5 years. Belong to an industry coalition that opposes changes by IRS in the LIFO method of inventory accounting for tax purposes and is seeking an extension of bonus depreciation into 2012-13.
Also concentrated on supporting a version of the estate tax issue. Our policy is to see an estate tax law that would support a $5 million dollar exemption (indexed for inflation) at a maximum tax rate of 35%.
Supported changes in IRS Code Section 263A enacted as a part of the Tax Reform Act of 1986 requiring taxpayers to capitalize direct and indirect costs properly allocable to certain real property and tangible personal property produced by the taxpayer and the real property and certain personal property that is acquired by the taxpayer for resale. Section 263A applies when a business has more than $10 million in sales for the year. The section is receiving renewed attention from the IRS as more and more businesses are exceeding the $10 million sales threshold. The IRS has not changed the required sales level since the original enactment in 1986. We supported a review by Congress of the existing threshold and recommend a new threshold of at least $100 million dollars as a way to exempt smaller business from this unnecessary burden and tax calculation.
Monitoring the progress of the Main Street Fairness Act (S. 1452 and H.R. 2701) that streamlines the collection of state's sales taxes and collections.

Belong to an industry coalition monitoring any proposed regulations concerning ADA. Opposed to Card Check legislation in the past and continue to oppose similar legislation and regulations that adversly affect our dealer members. Continue to monitor the Federal Motor Carrier Safety Administration actions and regulations concerning agriculture exemptions from Hours of Service and other truck regulations as agricultural supplier.
Belong to an industry coalition that opposes the EEOC's proposed guidance document on criminal background checks and credit checks of potential employees. Also monitoring the activities of the National Labor Relations board on their rulings requiring labor notice posters in the workplace dealing with union formations, emlpoyee notifications, etc.

NAEDA is supporting H. 1633 and S. 1528 that exempts farm dust from nuisance dust regulations under the Clean Water Act. In addition, we are supporting passage of H. 3265 and S. 1915 that would provide clarification regarding the applicability of exemptions relating to the transportation of agricultural commodities. Supported a provision in the "Highway Bill" that established standards for farm equipment lighting and markings.
NAEDA supports a new farm bill (2012) which: provides for planting flexibility, provides a safety net for producers and considers extreme weather conditions and trade related issues, balances the needs of conservation and the needs of land used for production, considers trade issues, supports education and research efforts, provides for rural development activities to include agricultural credit, beginning farmer programs and value-added programs for a renewable bio-economy, and provides for educational programs to assist dealers to hire and retain quality employees in the agriculture and outdoor power equipment industries.

NAEDA is a member of the SaveOurGPS Coalition who asked that FCC rescind the ability of LightSquared to jeopardize the current GPS System. Coalition has sent letters to Congress, the White House and FCC on the issue. Some of our affiliates and dealers have also sent letters to Congress, FCC and USDA.We continue to monitor this situation.
