We write to express our strong opposition to the inclusion of any provision in the Student Success Act that would create or lead to a private school voucher. Specifically, we oppose the incorporation of the A-PLUS Act or any version of an amendment that would allow Title I dollars to flow to private school institutions.
The Institute for Science and Human Values (ISHV) writes to voice opposition to the reauthorization of the District of Columbia private school voucher program. We oppose this and all private school voucher programs because public funds should be spent on public schools, not private schools.

We write to request that you direct the Attorney General to instruct the Office of Legal Counsel (OLC) to review and reconsider its flawed June 29, 2007 Memorandum titled, Re: Application of the Religious Freedom Restoration Act to the Award of a Grant Pursuant to the Juvenile Justice and Delinquency Prevention Act (OLC Memo). The OLC Memo reaches the erroneous and dangerous conclusion that the Religious Freedom Restoration Act of 1993 (RFRA) provides a blanket override of a statutory non-discrimination provision. If left in place, the OLC Memo will tarnish the legacy of your work to advance fairness and equal treatment under the law for all Americans.

S. 1553 is unconstitutional. S. 1553 violates established constitutional standards by imposing a pre-viability abortion ban. Furthermore, the bills failure to include a health exception also violate the constitutional standards.
Oppose any effort to reinstate the harmful global gag rule, also known as the Mexico City Policy. While the Helms Amendment restricts U.S. foreign assistance funding for abortions as a method of family planning, the global gag rule goes a step further by preventing foreign organizations using their own funds to provide information, referrals, or services for legal abortion or to advocate for access to abortion services in their own country from receiving U.S. international family planning assistance.
Co-Sponsor the Pregnant Workers Fairness Act (H.R. 2654/ S. 1512) We are committed to promoting the health and economic security of our nations families, we urge you to support the Pregnant Workers Fairness Act (H.R. 2654/ S. 1512). This legislation promotes healthy pregnancies and economic security for pregnant women and their families and strengthens the economy.

We stand with Planned Parenthood Federation of America during this time of vicious political attack. And we stand with the millions who rely on Planned Parenthood for health care. Planned Parenthood has provided compassionate and critical health care to women, men, and young people for over 100 years and is an integral and necessary part of our health care system. The organization that released heavily edited video did so as part of an extreme and entrenched campaign to end the availability of lawful and safe abortion in this country.
We urge you to oppose all efforts to defund Planned Parenthood Federation of America (PPFA). We strongly condemn the distorted and
fraudulent campaign against PPFA, a critical provider of vital health services to low-income women and women of color.
We strongly oppose any effort to prevent Planned Parenthood health centers from participating in federal health programs, including Medicaid and the Title X family planning program. Any proposal to exclude Planned Parenthood from public health programs will severely curtail womens access to essential health care services, including family planning, well-woman exams, breast and cervical cancers screenings, and HIV testing and counseling. At a time when we should be focused on improving the health of all people, it is frustrating to witness ongoing attempts to cut off access to life-saving preventive care.
We write to you as organizations strongly opposed to S. 15531, an unconstitutional and dangerous limitation on abortion that puts womens health and rights at risk. The bills provisions represent an appalling lack of compassion for-or trust in-the women who would be affected by this ban. By significantly interfering in both womens personal decisions and their relationships with their healthcare providers, this bill is part and parcel of a nationwide campaign that has only one ultimate goal: to forever eliminate womens access to reproductive health care.
We have repeatedly called on you to correct a longstanding misinterpretation of the Helms Amendment to allow access to abortions in U.S. foreign assistance programs for women who become pregnant as a result of rape or incest, or face a life-threatening pregnancy. U.S. policy should promote womens health and lives, not turn them away from care when they need it the most. During your upcoming travel to Kenya and Ethiopia, we request that you meet with the U.S. governments partners who are implementing health and gender-based violence programs on the ground, their in-country civil society counterparts, and the women they serve. These conversations would afford you an opportunity to see and understand why this correction is urgently needed first-hand, and how this fix can be implemented. The failure to end the overly restrictive implementation of the Helms Amendment leads to preventable deaths and injuries among the worlds most vulnerable women and violates their fundamental human rights. This matter deserves your serious attention.

With the opportunity and necessity in the coming months to address the countrys fiscal future, we urge the development of an overarching budget deal that provides sequestration relief and increases budget caps to adequately fund investments that ensure the health and well-being of our nations youth. As organizations committed to supporting adolescent sexual health programs-the Office of Adolescent Healths (OAH) Teen Pregnancy Prevention Program (TPPP) and the Division of Adolescent School Health (DASH) within the Centers for Disease Control and Prevention (CDC)-we know firsthand the vital role these federal programs play in supporting the health of young people and communities.
We respectfully request your support for the restoration of TPPP funding to at least the current level of $101 million and $6.8 million for evaluation, continued support for DASH at its current level of $32 million, and the elimination of abstinence-only-until-marriage (AOUM) funding in the final fiscal year (FY) 2016 funding deliberations.

We write to express our support for the Fair Pay and Safe Workplaces Executive Order and the proposed guidance and regulations implementing the order. We are dedicated to eradicating all forms of discrimination in the workplace and promoting good jobs for women.
Re: Comments on Regulations (FAR Case 2014-025) and Guidance (ZRIN-1290-ZA02) Implementing the Fair Pay and Safe Workplaces Executive Order
Thank you for this opportunity to register our support for the proposed regulations and guidance to implement the Fair Pay and Safe Workplaces Executive Order (E.O. 13673). Implementation of these provisions will help ensure that federal contractors respect their workers and comply with workplace laws, two worthwhile goals.
The Institute for Science and Human Values writes to express its support for the U.S. Department of Labors (DOLs) overtime proposal. As an organization dedicated to secular humanist values, we are committed to promoting fairness in the workplace and supporting the economic security of working families. When effective in 2016, the rule would provide or strengthen overtime protections under the Fair Labor Standards Act (FLSA) for as many as 13.5 million salaried workers, 6.9 million of whom are women, boosting economic security for working families across the country.
As expectant and parenting youth, the people who are in families and communities with them, and the organizations who work with young parents, we call on members of Congress to support the Young Parents' Dignity Agenda, a commitment to federal legislation and policies that provide expectant and parenting youth the respect, recognition, and resources they need to continue building a successful foundation for their families.
Young parents, like all parents, need fair employment, educational opportunities, healthcare, housing, and childcare in order to be successful. Unfortunately, expectant and parenting youth face discriminatory practices and inequities in the workplace, in educational settings, and in access to healthcare, and often struggle with homelessness or lack of affordable childcare.

We support the health and rights of immigrant women. Wewrite to express our strong opposition to proposals to restrict access to abortion for women in U.S. Immigration and Customs Enforcement (ICE) detention. These proposals seek to impose, through a rider on the Homeland Security appropriations bill, a ban on coverage and provision of abortion services for individuals in ICE custody except in cases of rape, incest, and a very narrow definition of life endangerment. This language further chips away at access to abortion by allowing any ICE employee to refuse to perform or facilitate in any way any abortion.
