The BCSE also provides administrative service to the Federal Performance Contracting Coalition (FPCC), a coalition of federal energy services contract holders. The FPCC's lobbying activities and expenditures are included in the BCSE's quarterly LD-2 filings. Cascade Associates is a lobbyist for the FPCC. The FPCC contacted: The U.S. House of Representatives, U.S. Senate, Department of Energy, Council on Environmental Quality, Department of Veterans Affairs, General Services Administration, the White House, Departments of Navy, Army, and Air Force, and the Offices of the Secretary of Defense.
The FPCC is working with Members of Congress in developing complementary policy for Energy Savings Performance Contracting (ESPC). Specifically, they met with congressional offices to support funding in appropriations, budget reconciliation, and infrastructure for federal facilities to be used in conjunction with performance contracting. This includes funding for the AFFECT grant program at DOE, funds at GSA and VA, and a pilot program at the Office of the Secretary of Defense. The FPCC also engaged with Members of Congress and Executive Offices of the President on the implementation of Exec. Order No 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, as it relates to performance contracting and the Climate Smart Buildings Initiative, and the Federal Building Performance Standard. They have met with members of the Energy and Natural Resources, Energy and Commerce, Armed Services, Appropriations, Transportation and Infrastructure, and the Environment and Public Works committees. Additionally, they have met with representatives of the DOE, Department of the Army, GSA, and Executive Offices of the President (DPC and CEQ).
ENG-related legislative efforts including, but not limited to:
- H.R.3684 - Infrastructure Investment and Jobs Act, all provisions related to the AFFECT grant program for energy efficiency improvements, and other energy efficiency-related provisions.
- H.R.5376 - Inflation Reduction Act, all provisions related to energy efficiency, particularly provisions related to the AFFECT program and energy service performance contracts.
- H.R.1485 & S.531 - Open Back Better Act, all provisions of the legislation, particularly those related to the Federal Energy Management Program.
- H.R.2060 - Federal Building Clean Jobs Act of 2021, provisions related to energy and water efficiency goals and performance contracting.
- S.4640 - Clean Energy Jobs Act, provisions related to supporting the energy efficiency workforce.
- H.R.156 - Blue Collar and Green Collar Jobs Development Act, provisions related to supporting the energy efficiency workforce.

FPCC met with congressional offices in support of the FPCCs FY23 Energy & Water and Interior Appropriations Requests, as well as a funding authorization for a resilience and cybersecurity fund to leverage ESPCs at the Department of Defense and for the aggregation of energy conservation measures with energy resilience enhancement projects at DOD. They also advocated for a performance contracting challenge to promote facility resilience and sustainability.
