S624 Senator Paul Simon Water for the World Act of 2010 - To provide 100,000,000 people with first-time access to safe drinking water and sanitation on a sustainable basis by 2015 by improving the capacity of the United States Government to fully implement the Senator Paul Simon Water for the Poor Act of 2005.
HR 2030 Senator Paul Simon Water for the World Act of 2009 -Amends the Foreign Assistance Act of 1961 to direct the Administrator of the United States Agency for International Development (USAID) to establish the Office of Water within the Bureau for Economic Growth, Agriculture, and Trade to: (1) give assistance to provide safe water and sanitation for people worldwide; and (2) be headed by a Director for Safe Water and Sanitation. Outlines the Director's duties.
Requires the Secretary of State, in order to increase the capacity of the Department of State to address international issues regarding safe water, sanitation, integrated river basin management, and other international water programs, to establish a Special Coordinator for International Water. Outlines the Special Coordinator's duties.
Amends the Senator Paul Simon Water for the Poor Act of 2005 to: (1) revise requirements concerning the safe water and sanitation strategy; (2) provide for the establishment of a program to build the capacity of host country institutions and officials responsible for water and sanitation in countries that receive assistance to provide safe water and sanitation under the Foreign Assistance Act of 1961; (3) expand the list of activities that may be supported by assistance furnished by the President for programs in developing countries to provide affordable and equitable access to safe water and sanitation; and (4) require the report regarding water for peace and security to include an assessment of political tensions over water sources and a multidisciplinary assessment of the expected impacts of global climate change on water supplies in 10, 25, and 50 years
HR 5567 Urban University Renaissance Act of the 21st Century. To invest in urban universities and create innovation and economic prosperity for the United States, and for other purposes. Title II part B Higher Education. Title I p- Strengthening communities. Part a department of housing and urban development. Sec. 101 community outreach partnership centers.
(a) Grant Program- The Secretary of Housing and Urban Development may make grants under this section in accordance with subsection (b) to institutions of higher education or consortia of such institutions--
(1) to support new or expand existing activities in community engagement by institutions of higher education;
(2) to encourage institutions of higher education to establish partnerships with their local communities;
(3) to align teaching, research, and service by institutions of higher education with the needs of their local communities;
(4) to solve urban problems through research, outreach, and exchange of information; and
(5) to improve the quality of life and economic opportunity in urban areas.
(b) Activities- Each institution of higher education or consortium of institutions of higher education that receives a grant shall use such amounts--
(1) to establish and maintain community outreach partnership centers (in this section referred to as `Centers') that address the problems of urban areas through--
(A) conducting research about theoretical or practical problems in large and small cities; and
(B) facilitating partnerships and encouraging outreach activities between institutions of higher education, local communities, and local governments; and
(2) to expand existing activities in community engagement that address the problems of urban areas.
SEC. 102. URBAN CAPACITY BUILDING COMMUNITY ENGAGEMENT GRANTS.
(a) Grant Program- The Secretary may make grants under this section in accordance with subsection (b) to institutions of higher education--
(1) to expand community engagement in academic and administrative practices and policies of such institutions;
(2) to establish faculty and administrator support throughout such institutions for community outreach; or
(3) to create and sustain a campus-wide culture for community engagement.
(b) Required Activities- Each institution of higher education that receives a grant under this section shall use such amounts--
(1) to establish a task force--
(A) to assess the existing capacity and resources of such institution to create and sustain community engagement and outreach efforts with the local communities of such institution; and
(B) to develop a strategic plan to expand the capacity and resources of such institution to create and sustain community engagement and outreach efforts with the local communities of such institution.
(2) to establish or expand an administrative unit, center, institute, or other entity of such institution to centralize, align, coordinate, and monitor outreach and community engagement on behalf of such institution; and
(3) to develop funding mechanisms to generate and sustain internal and external financial support and resources throughout the institution for various community partnership initiatives and activities.
(b) Required Activities- Each institution of higher education that receives a grant under this section shall use such amounts--
(1) to establish a task force--
(A) to assess the existing capacity and resources of such institution to create and sustain community engagement and outreach efforts with the local communities of such institution; and
(B) to develop a strategic plan to expand the capacity and resources of such institution to create and sustain community engagement and outreach efforts with the local communities of such institution.
(2) to establish or expand an administrative unit, center, institute, or other entity of such institution to centralize, align, coordinate, and monitor outreach and community engagement on behalf of such institution; and
(3) to develop funding mechanisms to generate and sustain internal and external financial support and resources throughout the institution for various community partnership initiatives and activities.
(c) Allowable Activities- In addition to the mandatory uses of grant funds under subsection (b), an institution of higher education may use grant funds under this section--
(1) to establish an interdisciplinary research center on community engagement;
(2) to create, with other outside groups, a separate organization to plan, execute, and sustain community engagement and outreach efforts with the local communities of such institution

S3605 America COMPTETES Reauthorization Act of 2010 - America COMPETES Reauthorization Act of 2010 or America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Reauthorization Act of 2010 -
- Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs, and establishes a green chemistry basic research program and a green manufacturing and construction initiative.
Sec. 502. (2) Institution of higher education- The term `institution of higher education' has the meaning given such term in section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).
Sec. 506 National Science Board Report on Mid-scale instrumentation (a) Manufacturing Research- The Director shall carry out a program to award merit-reviewed, competitive grants to institutions of higher education to support fundamental research leading to transformative advances in manufacturing technologies, processes, and enterprises that will support United States manufacturing through improved performance, productivity, sustainability, and competitiveness. Research areas may include
(1) nanomanufacturing;
(2) manufacturing and construction machines and equipment, including robotics, automation, and other intelligent systems;
(3) manufacturing enterprise systems;
(4) advanced sensing and control techniques;
(5) materials processing; and
(6) information technologies for manufacturing, including predictive and real-time models and simulations, and virtual manufacturing.
(b) Manufacturing Education- In order to help ensure a well-trained manufacturing workforce, the Director shall award grants to strengthen and expand scientific and technical education and training in advanced manufacturing, including through the Foundation's Advanced Technological Education program
Sec 508 Partnerships for innovation
In General- The Director shall carry out a program to award merit-reviewed, competitive grants to institutions of higher education to establish and to expand partnerships that promote innovation and increase the economic and social impact of research by developing tools and resources to connect new scientific discoveries to practical uses.
(b) Partnerships-
(1) In general- To be eligible for funding under this section, an institution of higher education must propose establishment of a partnership that--
(A) includes at least one private sector entity; and
(B) may include other institutions of higher education, public sector institutions, private sector entities, and social enterprise nonprofit organizations.
(2) Priority- In selecting grant recipients under this section, the Director shall give priority to partnerships that include one or more institutions of higher education that are among the 100 institutions receiving, over the 3-year period immediately preceding the awarding of grants, the highest amount of research funding from the Foundation and at least one of the following:
(A) A minority serving institution.
(B) A primarily undergraduate institution.
(C) A 2-year institution of higher education.
(c) Program- Proposals funded under this section shall seek--
(1) to increase the economic or social impact of the most promising research at the institution or institutions of higher education that are members of the partnership through knowledge transfer or commercialization;
(2) to increase the engagement of faculty and students across multiple disciplines and departments, including faculty and students in schools of business and other appropriate non-STEM fields and disciplines in knowledge transfer activities;
(3) to enhance education and mentoring of students and faculty in innovation and entrepreneurship through networks, courses, and development of best practices and curricula;
(4) to strengthen the culture of the institution or institutions of higher education to undertake and participate in activities related to innovation and leading to economic or social impact;
(5) to broaden the participation of all types of institutions of higher education in activities to meet STEM workforce needs and promote innovation and knowledge transfer; and
(6) to build lasting partnerships with local and regional businesses, local and State governments, and other relevant entities.
(d) Additional Criteria- In selecting grant recipients under this section, the Director shall also consider the extent to which the applicants are able to demonstrate evidence of institutional support for, and commitment to--
(1) achieving the goals of the program as described in subsection (c);
(2) expansion to an institution-wide program if the initial proposal is not for an institution-wide program; and
(3) sustaining any new innovation tools and resources generated from funding under this program.
(e) Limitation- No funds provided under this section may be used to construct or renovate a building or structure
Sec 514 Research experiences for undergraduates.
(a) Research Sites- The Director shall award grants, on a merit-reviewed, competitive basis, to institutions of higher education, nonprofit organizations, or consortia of such institutions and organizations, for sites designated by the Director to provide research experiences for 6 or more undergraduate STEM students for sites designated at primarily undergraduate institutions of higher education and 10 or more undergraduate STEM students for all other sites, with consideration given to the goal of promoting the participation of individuals identified in section 33 or 34 of the Science and Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b). The Director shall ensure that--
(1) at least half of the students participating in a program funded by a grant under this subsection at each site shall be recruited from institutions of higher education where research opportunities in STEM are limited, including 2-year institutions;
(2) the awards provide undergraduate research experiences in a wide range of STEM disciplines;
(3) the awards support a variety of projects, including independent investigator-led projects, interdisciplinary projects, and multi-institutional projects (including virtual projects);
(4) students participating in each program funded have mentors, including during the academic year to the extent practicable, to help connect the students' research experiences to the overall academic course of study and to help students achieve success in courses of study leading to a baccalaureate degree in a STEM field;
(5) mentors and students are supported with appropriate salary or stipends; and
(6) student participants are tracked, for employment and continued matriculation in STEM fields, through receipt of the undergraduate degree and for at least 3 years thereafter.
(b) Inclusion of Undergraduates in Standard Research Grants- The Director shall require that every recipient of a research grant from the Foundation proposing to include 1 or more students enrolled in certificate, associate, or baccalaureate degree programs in carrying out the research under the grant shall request support, including stipend support, for such undergraduate students as part of the research proposal itself rather than as a supplement to the research proposal, unless such undergraduate participation was not foreseeable at the time of the original proposal.
Sec. 515 Stem industry internship programs.
(a) In General- The Director may award grants, on a competitive, merit-reviewed basis, to institutions of higher education, or consortia thereof, to establish or expand partnerships with local or regional private sector entities, for the purpose of providing undergraduate students with integrated internship experiences that connect private sector internship experiences with the students' STEM coursework. The partnerships may also include industry or professional associations.
(b) Internship Program- The grants awarded under section (a) may include internship programs in the manufacturing sector.
(c) Use of Grant Funds- Grants under this section may be used--
(1) to develop and implement hands-on learning opportunities;
(2) to develop curricula and instructional materials related to industry, including the manufacturing sector;
(3) to perform outreach to secondary schools;
(4) to develop mentorship programs for students with partner organizations; and
(5) to conduct activities to support awareness of career opportunities and skill requirements.
(d) Priority- In awarding grants under this section, the Director shall give priority to institutions of higher education or consortia thereof that demonstrate significant outreach to and coordination with local or regional private sector entities and Regional Centers for the Transfer of Manufacturing Technology established by section 25(a) of the National Institute of Standards and Technology Act (15 U.S.C. 278k(a)) in developing academic courses designed to provide students with the skills or certifications necessary for employment in local or regional companies.
(c) Outreach to Rural Communities- The Foundation shall conduct outreach to institutions of higher education and private sector entities in rural areas to encourage those entities to participate in partnerships under this section.
(d) Cost-Share- The Director shall require a 50 percent non-Federal cost-share from partnerships established or expanded under this section.
(e) Restriction- No Federal funds provided under this section may be used--
(1) for the purpose of providing stipends or compensation to students for private sector internships; or
(2) as payment or reimbursement to private sector entities, except for institutions of higher education.
(f) Report- Not less than 3 years after the date of enactment of this Act, the Director shall submit a report to Congress on the number and total value of awards made under this section, the number of students affected by those awards, any evidence of the effect of those awards on workforce preparation and jobs placement for participating students, and an economic and ethnic breakdown of the participating students.
HR 1751 American Dream Act -Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence.
Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States before his or her 16th birthday and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education or has earned a high school or equivalent diploma.
Sets forth the conditions for conditional permanent resident status.
Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status.
Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.
Sec, 2 (1) INSTITUTION OF HIGHER EDUCATION.The term institution of higher education has the meaning given that term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).
(i) The alien has acquired a degree from an institution of higher education in the United States or has completed at
least 2 years, in good standing, in a program for a bachelors degree or higher degree in the United States.
Sec. 10 Higher Education Assistance. Notwithstanding any provision of the Higher Education Act of 1965 (20 U.S.C. 1001 et seq.) or any provision of title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (8 U.S.C. 1601 1 et seq.), with respect to Federal financial education assistance, an alien who is lawfully admitted for permanent residence under this Act and has not had the conditional basis removed shall not be eligible for
5 (1) Federal Pell grants under part A of title IV of the Higher Education Act of 1965 (20 U.S.C.7 1070a et seq.); and
(2) Federal supplemental educational opportunity grants under part A of title IV of that Act (20 U.S.C. 1070b et seq.).
HR 3221 Student Aid and Fiscal Responsibility Act of 2009. To amend the Higher Education Act of 1965, and for other purposes. Sec. 216. Technical assistance to institutions of higher education. Sec. 225. Agreements with institutions of higher education.
HR 3510 Roosevelt Scholars Act of 2009 - To establish a scholarship program to encourage outstanding graduate students in mission-critical fields to pursue a career in the Federal Government. (A) have demonstrated leadership or expertise in public service or higher education; or An amount under this paragraph shall be treated as a Federal Direct Unsubsidized Stafford Loan under part D of title IV of the Higher Education Act of 1965 (20 U.S.C. 1087a and following), and shall be subject to repayment, together with interest thereon accruing from the date of the scholarship award, in accordance with terms and conditions specified by the Secretary of Education in regulations under this subpart.

HR 5448 To amend section 466(b) of the Higher Education Act of 1965 to extend the deadline for the distribution of late collections for the Federal Perkins Loan program. This Act may be cited as the `Perkins Loan Extension Act of 2010'.SEC. 2. DISTRIBUTION OF LATE COLLECTIONS. Section 466(b) of the Higher Education Act of 1965 (20 U.S.C. 1087ff(b)) is amended by striking `October 1, 2012' and inserting `October 1, 2013'.

HR5737 Post-9/11 G.I. Bill Dependent Coverage Improvement Act. Amends the veterans' post-9/11 educational assistance program to extend the age of eligibility of dependent children for receipt of transferred educational assistance under the program to such children under the age of 26 (under current law, under the age of 23).
HR5781 National Aeronautics and Space Administration Authorization Act of 2010. Title VI: Education and Outreach - (Sec. 601) Directs the Administrator to conduct and coordinate educational and training activities that leverage NASA's unique content expertise and facilities to contribute toward improvement of science, technology, engineering, and mathematics (STEM) education and training at all levels and to enhance awareness and understanding of STEM, including space and Earth sciences, aeronautics, and engineering, in order to create a diverse skilled scientific and technical workforce.
Requires the Administrator to carry out evidence-based programs designed to: (1) increase student interest and participation (including by women, underrepresented minority students, and students in rural schools); (2) improve public literacy and support; and (3) improve the teaching and learning of space and Earth sciences, aeronautics, engineering, and other STEM disciplines supported by NASA. Authorizes such programs to include grants for institutions of higher education, with special consideration for minority serving institutions, to establish or expand degree programs or courses in such STEM disciplines. Sec. 601 stem education and training.

S3605 America COMPTETES Reauthorization Act of 2010 - America COMPETES Reauthorization Act of 2010 or America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Reauthorization Act of 2010 -
- Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs, and establishes a green chemistry basic research program and a green manufacturing and construction initiative.
Sec. 502. (2) Institution of higher education- The term `institution of higher education' has the meaning given such term in section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).
Sec. 506 National Science Board Report on Mid-scale instrumentation (a) Manufacturing Research- The Director shall carry out a program to award merit-reviewed, competitive grants to institutions of higher education to support fundamental research leading to transformative advances in manufacturing technologies, processes, and enterprises that will support United States manufacturing through improved performance, productivity, sustainability, and competitiveness. Research areas may include
(1) nanomanufacturing;
(2) manufacturing and construction machines and equipment, including robotics, automation, and other intelligent systems;
(3) manufacturing enterprise systems;
(4) advanced sensing and control techniques;
(5) materials processing; and
(6) information technologies for manufacturing, including predictive and real-time models and simulations, and virtual manufacturing.
(b) Manufacturing Education- In order to help ensure a well-trained manufacturing workforce, the Director shall award grants to strengthen and expand scientific and technical education and training in advanced manufacturing, including through the Foundation's Advanced Technological Education program
Sec 508 Partnerships for innovation
In General- The Director shall carry out a program to award merit-reviewed, competitive grants to institutions of higher education to establish and to expand partnerships that promote innovation and increase the economic and social impact of research by developing tools and resources to connect new scientific discoveries to practical uses.
(b) Partnerships-
(1) In general- To be eligible for funding under this section, an institution of higher education must propose establishment of a partnership that--
(A) includes at least one private sector entity; and
(B) may include other institutions of higher education, public sector institutions, private sector entities, and social enterprise nonprofit organizations.
(2) Priority- In selecting grant recipients under this section, the Director shall give priority to partnerships that include one or more institutions of higher education that are among the 100 institutions receiving, over the 3-year period immediately preceding the awarding of grants, the highest amount of research funding from the Foundation and at least one of the following:
(A) A minority serving institution.
(B) A primarily undergraduate institution.
(C) A 2-year institution of higher education.
(c) Program- Proposals funded under this section shall seek--
(1) to increase the economic or social impact of the most promising research at the institution or institutions of higher education that are members of the partnership through knowledge transfer or commercialization;
(2) to increase the engagement of faculty and students across multiple disciplines and departments, including faculty and students in schools of business and other appropriate non-STEM fields and disciplines in knowledge transfer activities;
(3) to enhance education and mentoring of students and faculty in innovation and entrepreneurship through networks, courses, and development of best practices and curricula;
(4) to strengthen the culture of the institution or institutions of higher education to undertake and participate in activities related to innovation and leading to economic or social impact;
(5) to broaden the participation of all types of institutions of higher education in activities to meet STEM workforce needs and promote innovation and knowledge transfer; and
(6) to build lasting partnerships with local and regional businesses, local and State governments, and other relevant entities.
(d) Additional Criteria- In selecting grant recipients under this section, the Director shall also consider the extent to which the applicants are able to demonstrate evidence of institutional support for, and commitment to--
(1) achieving the goals of the program as described in subsection (c);
(2) expansion to an institution-wide program if the initial proposal is not for an institution-wide program; and
(3) sustaining any new innovation tools and resources generated from funding under this program.
(e) Limitation- No funds provided under this section may be used to construct or renovate a building or structure.
Sec 514 Research experiences for undergraduates.
(a) Research Sites- The Director shall award grants, on a merit-reviewed, competitive basis, to institutions of higher education, nonprofit organizations, or consortia of such institutions and organizations, for sites designated by the Director to provide research experiences for 6 or more undergraduate STEM students for sites designated at primarily undergraduate institutions of higher education and 10 or more undergraduate STEM students for all other sites, with consideration given to the goal of promoting the participation of individuals identified in section 33 or 34 of the Science and Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b). The Director shall ensure that--
(1) at least half of the students participating in a program funded by a grant under this subsection at each site shall be recruited from institutions of higher education where research opportunities in STEM are limited, including 2-year institutions;
(2) the awards provide undergraduate research experiences in a wide range of STEM disciplines;
(3) the awards support a variety of projects, including independent investigator-led projects, interdisciplinary projects, and multi-institutional projects (including virtual projects);
(4) students participating in each program funded have mentors, including during the academic year to the extent practicable, to help connect the students' research experiences to the overall academic course of study and to help students achieve success in courses of study leading to a baccalaureate degree in a STEM field;
(5) mentors and students are supported with appropriate salary or stipends; and
(6) student participants are tracked, for employment and continued matriculation in STEM fields, through receipt of the undergraduate degree and for at least 3 years thereafter.
(b) Inclusion of Undergraduates in Standard Research Grants- The Director shall require that every recipient of a research grant from the Foundation proposing to include 1 or more students enrolled in certificate, associate, or baccalaureate degree programs in carrying out the research under the grant shall request support, including stipend support, for such undergraduate students as part of the research proposal itself rather than as a supplement to the research proposal, unless such undergraduate participation was not foreseeable at the time of the original proposal.
Sec. 515 Stem industry internship programs.
(a) In General- The Director may award grants, on a competitive, merit-reviewed basis, to institutions of higher education, or consortia thereof, to establish or expand partnerships with local or regional private sector entities, for the purpose of providing undergraduate students with integrated internship experiences that connect private sector internship experiences with the students' STEM coursework. The partnerships may also include industry or professional associations.
(b) Internship Program- The grants awarded under section (a) may include internship programs in the manufacturing sector.
(c) Use of Grant Funds- Grants under this section may be used--
(1) to develop and implement hands-on learning opportunities;
(2) to develop curricula and instructional materials related to industry, including the manufacturing sector;
(3) to perform outreach to secondary schools;
(4) to develop mentorship programs for students with partner organizations; and
(5) to conduct activities to support awareness of career opportunities and skill requirements.
(d) Priority- In awarding grants under this section, the Director shall give priority to institutions of higher education or consortia thereof that demonstrate significant outreach to and coordination with local or regional private sector entities and Regional Centers for the Transfer of Manufacturing Technology established by section 25(a) of the National Institute of Standards and Technology Act (15 U.S.C. 278k(a)) in developing academic courses designed to provide students with the skills or certifications necessary for employment in local or regional companies.
(c) Outreach to Rural Communities- The Foundation shall conduct outreach to institutions of higher education and private sector entities in rural areas to encourage those entities to participate in partnerships under this section.
(d) Cost-Share- The Director shall require a 50 percent non-Federal cost-share from partnerships established or expanded under this section.
(e) Restriction- No Federal funds provided under this section may be used--
(1) for the purpose of providing stipends or compensation to students for private sector internships; or
(2) as payment or reimbursement to private sector entities, except for institutions of higher education.
(f) Report- Not less than 3 years after the date of enactment of this Act, the Director shall submit a report to Congress on the number and total value of awards made under this section, the number of students affected by those awards, any evidence of the effect of those awards on workforce preparation and jobs placement for participating students, and an economic and ethnic breakdown of the participating students.

Title VI: Education and Outreach - (Sec. 601) Directs the Administrator to conduct and coordinate educational and training activities that leverage NASA's unique content expertise and facilities to contribute toward improvement of science, technology, engineering, and mathematics (STEM) education and training at all levels and to enhance awareness and understanding of STEM, including space and Earth sciences, aeronautics, and engineering, in order to create a diverse skilled scientific and technical workforce.
Requires the Administrator to carry out evidence-based programs designed to: (1) increase student interest and participation (including by women, underrepresented minority students, and students in rural schools); (2) improve public literacy and support; and (3) improve the teaching and learning of space and Earth sciences, aeronautics, engineering, and other STEM disciplines supported by NASA. Authorizes such programs to include grants for institutions of higher education, with special consideration for minority serving institutions, to establish or expand degree programs or courses in such STEM disciplines. HR 1751 American Dream Act -Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence.
Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States before his or her 16th birthday and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education or has earned a high school or equivalent diploma.
Sets forth the conditions for conditional permanent resident status.
Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status.
Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.
Sec, 2 (1) INSTITUTION OF HIGHER EDUCATION.The term institution of higher education has the meaning given that term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).
(i) The alien has acquired a degree from an institution of higher education in the United States or has completed at
least 2 years, in good standing, in a program for a bachelors degree or higher degree in the United States.
Sec. 10 Higher Education Assistance. Notwithstanding any provision of the Higher Education Act of 1965 (20 U.S.C. 1001 et seq.) or any provision of title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (8 U.S.C. 1601 1 et seq.), with respect to Federal financial education assistance, an alien who is lawfully admitted for permanent residence under this Act and has not had the conditional basis removed shall not be eligible for
5 (1) Federal Pell grants under part A of title IV of the Higher Education Act of 1965 (20 U.S.C.7 1070a et seq.); and
(2) Federal supplemental educational opportunity grants under part A of title IV of that Act (20 U.S.C. 1070b et seq.).

(a) Grant Program- The Secretary of Housing and Urban Development may make grants under this section in accordance with subsection (b) to institutions of higher education or consortia of such institutions--
(1) to support new or expand existing activities in community engagement by institutions of higher education;
(2) to encourage institutions of higher education to establish partnerships with their local communities;
(3) to align teaching, research, and service by institutions of higher education with the needs of their local communities;
(4) to solve urban problems through research, outreach, and exchange of information; and
(5) to improve the quality of life and economic opportunity in urban areas.
(b) Activities- Each institution of higher education or consortium of institutions of higher education that receives a grant shall use such amounts--
(1) to establish and maintain community outreach partnership centers (in this section referred to as `Centers') that address the problems of urban areas through--
(A) conducting research about theoretical or practical problems in large and small cities; and
(B) facilitating partnerships and encouraging outreach activities between institutions of higher education, local communities, and local governments; and
(2) to expand existing activities in community engagement that address the problems of urban areas.
SEC. 102. URBAN CAPACITY BUILDING COMMUNITY ENGAGEMENT GRANTS.
(a) Grant Program- The Secretary may make grants under this section in accordance with subsection (b) to institutions of higher education--
(1) to expand community engagement in academic and administrative practices and policies of such institutions;
(2) to establish faculty and administrator support throughout such institutions for community outreach; or
(3) to create and sustain a campus-wide culture for community engagement.
(b) Required Activities- Each institution of higher education that receives a grant under this section shall use such amounts--
(1) to establish a task force--
(A) to assess the existing capacity and resources of such institution to create and sustain community engagement and outreach efforts with the local communities of such institution; and
(B) to develop a strategic plan to expand the capacity and resources of such institution to create and sustain community engagement and outreach efforts with the local communities of such institution.
(2) to establish or expand an administrative unit, center, institute, or other entity of such institution to centralize, align, coordinate, and monitor outreach and community engagement on behalf of such institution; and
(3) to develop funding mechanisms to generate and sustain internal and external financial support and resources throughout the institution for various community partnership initiatives and activities.
(c) Allowable Activities- In addition to the mandatory uses of grant funds under subsection (b), an institution of higher education may use grant funds under this section--
(1) to establish an interdisciplinary research center on community engagement;
(2) to create, with other outside groups, a separate organization to plan, execute, and sustain community engagement and outreach efforts with the local communities of such institution
