The International Brotherhood of Electrical Workers (IBEW) lobbied in support of the rehabilitation for Multiemployer Pensions provisions to be included in pandemic response legislation; text similar to Rehabilitation for Multiemployer Pensions Act (H.R. 397) and the Butch Lewis Act (S. 2254) would provide long-term, low-interest loans to distressed multiemployer defined pension plans. The intended effect of this legislation is to protect the defined pensions of over one million retirees and active workers in the United States and maintaining the long-term solvency of the Pension Benefit Guaranty Corporation (PBGC). The IBEW is the sponsor of the second largest multiemployer defined benefit pension plan in the United States, the National Electrical Benefit Fund.

The International Brotherhood of Electrical Workers supports the passage of the Protecting the Right to Organize Act (H.R. 2474/S. 1306). The Protecting the Right to Organize (PRO) Act would restore the original intent of the National Labor Relations Act (NLRA) to protect workers right to organize a union and negotiate higher wages and better benefits. Provisions in the PRO Act include authorizing meaningful penalties for employers that violate workers rights, strengthening support for workers who suffer retaliation for exercising their rights, and preventing employers from interfering in union elections.

The IBEW supports the enactment of the Nuclear Energy Leadership Act (H.R. 3306/S. 903), which would create federal policies to support nuclear power research and deployment. This would include the establishment of a domestic market for advanced nuclear generation, ensure the availability of high-assay low-enriched uranium (HALEU), support the construction of demonstration projects and support training for the next generation of nuclear sector workers. Federal support for advanced nuclear generation could potentially provide thousands of jobs to current and future IBEW members once the technology is commercially deployed.
The International Brotherhood of Electrical Workers (IBEW) supports the passage of the Nuclear Waste Policy Amendments Act (H.R. 2699). This legislation would amend the Nuclear Waste Policy Act (NWPA) to update the U.S. Department of Energys ability to manage nuclear waste. This would include authorization of interim storage for spent nuclear fuel and permit the Energy Department to undertake infrastructure activities intended to enable construction and operation of a repository at Yucca Mountain, Nevada, including safety upgrades, site preparation, construction of a rail line and grid connection.

The International Brotherhood of Electrical Workers (IBEW)supports passage of the Good Jobs for 21st Century Energy Act (S. 2185). This legislation would create a 10 percent tax credit for the construction of clean energy projects that meet certain labor standards. This legislation has the potential to provide employers with a significant incentive to employ thousands of IBEW members in building out low and zero carbon energy projects around the United States.
The International Brotherhood of Electrical Workers (IBEW) supports passage of the
Nuclear Powers America Act (H.R. 2314/S. 1134). This legislation would support the
work of over 15,000 IBEW members by providing an investment tax credit for existing
nuclear generation.
The International Brotherhood of Electrical Workers (IBEW) supports the enactment of
Incentivizing New and Valuable Energy Storage Technology (INVEST) Act (H.R. 5409),
legislation that would provide an investment tax credit (ITC) for energy storage that
would allow regulated utilities the ability to utilize the tax credit up front without havingto spread out savings over the life of a major capital project. This legislation has the potential to benefit several large IBEW employers build out energy storage project that
would help support renewable energy generation and lower carbon emissions while
creating union jobs.

The IBEW lobbied for the consistent funding of two Virginia class submarines per year. This year the presidential budget outlined a decrease in the Virginia class submarine budget reducing the funds to one. The IBEW represents thousands of members who work under collective bargaining agreements with commercial shipping companies, which include Electric Boat in New London, Connecticut and Ingalls Shipbuilding in Pascagoula, Mississippi.

The IBEW, which represents employees in AMTRAK and Freight railroad sectors lobbied AMTRAK collective bargaining agreements, waive, suspend, terminate, reopen, or otherwise modify existing collective bargaining agreements, the retention of the workforce during the COVID-19 pandemic in part or whole and the retention of labor protections; Davis-Bacon prevailing wage standards and Buy America procurement requirements.
The IBEW, which represents employees in AMTRAK and Freight railroad sectors lobbied that H.R. 6201 provide administrative grants to aid in the Railroad Retirement Board in the processing of Railroad Unemployment Insurance applications, waiving the weeklong waiting period under RUI, removal of RUI from the sequester, The above items should be attached to any legislation providing assistance to Amtrak.
