The IBEW continued to lobby in support of the "Extension of Section 420 and Retiree Life Insurance Act of 2011", legislation that would amend the Internal Revenue Code to encourage employer funding of retiree life insurance benefits. Currently, 420 allows companies with defined benefit plans funded at over 125% to use the excess funds to pay for retiree healthcare. Section 420 sunsets in 2013. This legislation that the IBEW is lobbying in support would renew 420 after it's 2013 expiration.

The IBEW met with officials from the Government Accountability Office (GAO) to discuss the impact of the Environment Protection Agencys (EPA) Cross-State Air Pollution Rule (CSAPR) and the Maximum Achievable Control Technology Rule for utility boilers (U-MACT). If left unchanged the rules place at risk up to 56 gigawatts of coal-fired electricity generation and 250,000 jobs.

The IBEW lobbied Congress in support of the "Fair Compliance Act of 2011" (S. 1833), bipartisan legislation to grant coal-fired electric utilities sufficient time to comply with EPA's Cross-State Air Pollution Rule (CSAPR) and Maximum Achievable Control Technology for utility boilers (U-MACT). This legislation coordinates the implementation dates of CSAPR and U-MACT; grants an additional two years to comply;
and requires utilities to submit reports to the appropriate federal agencies regarding their compliance plans.

The IBEW lobbied Congress in support of H.R. 2604, legislation that would greatly restrict the use of an obscure corporate tax break known as the Reverse Morris Trust (RMT). To qualify, a corporation spins-off part of its operations into an unrelated company. If the shareholders of the original corporation control a majority of the voting rights and economic value of the new, merged company then the transaction is tax free. At a time when the federal government is struggling to find revenue,
repealing this tax dodge would greatly assist the U.S. Treasury and middle-class taxpayers.

The IBEW opposed a provision in the Conference Report for the "Consolidated Appropriation Act, 2012" (H.R. 2055) that prohibits the Department of Labor (DOL) from implementing revised prevailing wage rates for H-2B workers. The IBEW backed efforts to safeguard the rights of workers by supporting DOL's new prevailing wage rule.

The IBEW urged the Secretary of State to approve the Presidential Permit necessary to construct the Keystone XL Pipeline between the United States and Canada. If constructed, the pipeline will carry crude oil mined from tar sands in Alberta, Canada to refineries on the American Gulf Coast. Building the pipeline will require thousands of construction workers.

The IBEW supported the Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property (PROTECT IP) Act (S.968) and the Stop Online Piracy Act (SOPA H.R. 3261). This legislation would crackdown on piracy and counterfeiting by foreign websites by giving the Department of Justice the legal tools to stop foreign websites (often criminal enterprises) from selling copyrighted material to U.S. consumers.
