16. Specific lobbying issues
The International Brotherhood of Electrical Workers (IBEW) lobbied on the Growing Renewable Energy and Efficiency Now (GREEN) Act (H.R. 848).
The International Brotherhood of Electrical Workers lobbied to apply five labor standards to tax credits used to construct renewable energy projects. As federal programs are created to support further development of renewable energy sources, applying labor standards to benefits that developers enjoy is key to ensuring that the buildout creates good-paying union jobs. The IBEW is lobbying for the inclusion of Davis Bacon, contract neutrality, an ABC test, local hire provisions, and apprenticeship utilization in use of tax credits for these projects and for these standards to be included in a broad infrastructure bill similar to H.R. 2 the Moving Forward Act or Surface Transporation re-authorization.

16. Specific lobbying issues
The IBEW lobbied on the Clean School Bus Act (H.R. 1344/S. 506).
The International Brotherhood of Electrical Workers (IBEW) lobbied to support a comprehensive direct investment in the United States transportation sector. This approach must be prioritized to meet the infrastructure needs of the United States, especially following the economic impact of the novel Coronavirus. The inclusion of labor protections such as the Davis-Bacon Act and Buy America is imperative to creating jobs and stability in the American economy.
The International Brotherhood of Electrical Workers (IBEW) lobbied against an amendment included in the Moving Forward Act (H.R. 2) that would prohibit the use of DOT funds to purchase rolling stock from the China Railway Rolling Stock Corporation (CRRC) and Build Your Dreams (BYD). The IBEW has a membership employed at CRRC manufacturing facilities. Additionally, IBEW construction electricians are working under contracts for the construction and maintenance at BYD facilities.
The International Brotherhood of Electrical Workers lobbied in support of the requirement that electrical workers who install Electric Vehicle Supply Equipment (EVSE) are credentialed through the Electric Vehicle Infrastructure Training Program (EVITP). EVITP provides the appropriate curriculum to ensure that EVSE is safe and follows all local, state, and federal electrical standards. The IBEW supports the inclusion of this credential in a federal infrastructure package and surface transportation re-authorization.

16. Specific lobbying issues
The International Brotherhood of Electrical Workers (IBEW) lobbied to support a recalibration of the regulatory framework covering Class I Railroad Carriers. The US Class I Railroads have become an industry that enjoys the benefits of high concentration, with little regulatory oversight. All Class I freight Carriers have made changes to their operating models that have led to a significant decrease in the workforce at the expense of safety within the industry and service to shippers. The IBEW supports re-examining the regulatory framework to ensure that freight railroad carriers are fulfilling their statutory duty under the common carrier obligation.
The International Brotherhood of Electrical workers lobbied to support legislation that addresses the safety risks of the new railroad operating model termed Precision Scheduled Railroading (PSR). The IBEW lobbied in support of a GAO study on the impacts of PSR included in H.R. 2, the Moving Forward Act. The GAO study would provide much-needed data on how PSR and long trains pose threats to worker and community safety.
The International Brotherhood of Electrical Workers represents thousands of members who are employed by transit agencies that use commuter rail service as well as AMTRAK. The IBEW lobbied in support of public transportation emergency assistance to be included in H.R. 1319 the American Rescue plan. Amtrak required $1.7B in additional supplementary funding for FY2021 to restore vital long-distance service and recall furloughed employees.
