As you work to prepare legislation to fund the government past April 28, we write to strongly oppose the
inclusion of ideological policy riders that are harmful to womens health.
Opponents of womens health have long used the appropriations process to undermine womens access to
comprehensive reproductive care, including access to safe and legal abortion. We continue to strongly oppose
policy riders that deny insurance coverage of abortion for women enrolled in Medicaid, women who work for
the federal government, women who live in the District of Columbia, and others, as well as riders that
embolden health care entities to refuse to comply with laws that ensure womens access to abortion services.
A number of new anti-womens health policy riders are included in individual FY 2017 appropriations bills
passed either by the House Appropriations Committee or the full House. Additionally, passage of a
much-needed supplemental funding bill to address the growing Zika crisis was brought to a halt last year in
large part due to efforts to include a rider blocking funding for certain reproductive health providers in
Puerto Rico that are uniquely positioned to provide critical health care services to women and men on the
island. Finally, misguided efforts to block patients from accessing care at Planned Parenthood health centers
have threatened to shut down the entire federal government and may do so again this year. We oppose the
poison-pill riders we have seen in House appropriations bills, listed below, and any additional policy riders
that would harm womens health.
We urge you to oppose efforts to cut Supplemental Security Income (SSI) to offset the costs of the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV program).
H.R. 2824 would reauthorize the MIECHV program, which funds voluntary, evidence-based home visiting programs for at-risk pregnant women and parents with young children up to kindergarten entry. The current MIECHV program has demonstrated beneficial outcomes associated with improved maternal and child health, including increased access to screening and early intervention for childhood disabilities.

We oppose the nomination of Neomi Rao, currently a professor at George Mason Universitys Scalia Law School, for the position of White House Office of Information and Regulatory Affairs (OIRA) Administrator and urge you to vote against her confirmation.
The Trump Administration has taken a strong deregulatory stance and used their selection of individuals, such as Scott Pruitt as the Environmental Protection Agency (EPA) Administrator, Betsy DeVos as the Secretary of Education and Ajit Pai as the Federal Communications Commission (FCC) Chairman, who are actively hostile to the missions of the agencies they run to start the roll back of public protections from within. Coupled with the Trump anti-regulatory executive orders, deregulatory action is a top policy priority for the administration and a shared commitment among Trump-appointed officials to comply with those orders. Professor Raos nomination to head OIRA is another piece of the Trump deregulatory agenda.
Re: Proposals from the Federal Interagency Working Group for Revision of the
Standards for Maintaining, Collecting, and Presenting Federal Data on Race and
Ethnicity (82 FR 12242)
We commend OMB for recognizing that continued racial and
ethnic change in the United States requires an evolution in the statistical policy governing
how we measure the composition of our population. That policy must strike a balance
between the compelling individual interest in identifying oneself and societys interest in
ensuring compliance with laws that uphold the civil and constitutional rights of all people. In
fact, OMB highlights these primary goals in the historical basis for the Standards:

Development of these Federal data standards stemmed in large measure from new responsibilities to enforce civil rights laws. Data were needed to monitor equal access to housing, education, employment opportunities, etc. for population groups that historically had experienced discrimination and differential treatment because of their race or ethnicity.i

We write to ask that you become an original co-sponsor of the Do No Harm Act, which Rep. Joseph P. Kennedy III and Rep. Robert C. Bobby Scott plan to introduce following the July 4 recess. This critical legislation would ensure that the Religious Freedom Restoration Act (RFRA) continues to protect religious freedom, but cannot be misused to harm others. The reintroduction of this bill is particularly timely and important, as President Trumps May 4 executive order lays the groundwork for Attorney General Jeff Sessions to misuse RFRA and other protections for religious freedom to license taxpayer-funded discrimination.

We are writing to express that we cannot support
the nomination of Alex Acosta for U.S. Secretary of Labor and urge you to vote no on his
confirmation. We believe that he has failed to adequately to respond to our many concerns
about protecting and improving basic workplace standards for all workers, particularly
workers in low wage jobs, people of color and migrants.
We write in strong opposition to the recent requests by the U.S. Chamber of Commerce (Chamber) and the Equal Employment Advisory Council (EEAC) that the Office of Management and Budget (OMB) revoke approval of the previously approved Equal Employment Opportunity Commission (EEOC) data collection by means of the Employer Information Report (EEO-1 Form). This collection of pay data by sex, race, and ethnicity will be critically important in helping to identify compensation discrimination and improving enforcement of pay discrimination laws, and will benefit businesses, individual workers, and the economy.
