The IBEW met with White House officials to discuss the impending EPA requirements for the electric utility industry that would regulate emissions of mercury, acid gases and carbon dioxide. The pending regulations also address coal combustion residuals and cooling water.

The IBEW continued to lobby the House and Senate in support of legislation designed to significantly limit an employers ability to deliberately misclassify workers as independent contractors. Unscrupulous employers who wrongfully misclassify employees deprive workers of legitimate protections under federal and state labor laws and cost those same governments billions of dollars in revenue each year. The IBEW supported the Taxpayers Responsibility, Accountability and Consistency Act in the 111th Congress.

The IBEW lobbied to keep the Avondale shipyard in Mississippi open. Northrup Grumman will keep it open until 2016; when its current workload related to the LPD 17 San Antonio-class Amphibious assault ship is complete or close it in 2012 and move the remaining work in Mississippi.

The IBEW urged Congress to pass the James Zadroga 9/11 Health and Compensation Act(H.R.847), legislation to provide health care and compensation to the thousands of heroes who are now sick as a result of toxic exposures at the World Trade Center following the terrorist attacks of September 11, 2011. The legislation provides medical monitoring, treatment and compensation to those suffering serious diseases as a consequence of hazardous exposures resulting from the 9/11 terrorist attacks in New York.

The IBEW urged Congress to oppose the South Korea/United States Free Trade Agreement(KORUS FTA). Approval of KORUS will result in the loss of 159,000 American jobs and expand our trade deficit with South Korea by about $16.7 billion during the first seven years of implementation. Furthermore, KORUS will limit the US regulations of finacial services and does not preserve our ability to follow Buy American laws that support US manufacturing.

The IBEW met with officials at the Department of Energy (DOE) to reiterate our opposition to the issuance of a Presidential Permit (Docket Number PP-334) to build a cross-border electric transmission line between northern Baja Mexico and San Diego County, CA. Sempra Energy applied for a Presidential Permit on behalf of Baja Wind U.S. Transmission LLC (now known as Energia Sierra Juarez U.S. Transmission, LLC).
If constructed, Sempras cross-border line would enable the company to build energy projects in Mexico and import electricity into the U.S. instead of building them here where the energy is being used.

The IBEW met with officials from OMB to discuss the impending EPA regulation, Mercury and Air Toxics Rule. This regulation will require the deployment of Maximum Achievable Control Technology (MACT) in the coal-fired electric utility sector to reduce the emissions of mercury and acid gases.

The IBEW urged Members of the U.S Senate to oppose the Continuing Resolution (H.R. 1). The sheer breadth of cuts proposed to the federal budget is unprecedented. According to the Wall Street firm Goldman Sachs, H.R. 1 will reduce economic growth by 1.5 to 2 percent of Gross Domestic Product (GDP). A reduction of that size will lead to an increase in unemployment by up to one percentage point in the U.S.

The IBEW continued to lobby for the inclusion(and against the removal ) of Davis-Bacon prevailing wage coverage to any building and construction or infrastructure legislation being considered by Congress. The Davis-Bacon Act requires construction contractors whose projects receive federal funds to pay their workers no less than prevailing wages and benefits in the area the job is being constructed.

The IBEW Lobbied in favor of the Use (and against the ban on the use)of project labor agreements. Project labor agreements are agreements used on construction projects between the owner or builder of a project and the construction contractors and their workforce. They typically have accelerated dispute resolution processes to avoid slowdowns in construction as well as other items like agreements to use local workers on the project, they can set women and minority standards as well as apprenticeship standards.
Since president Obama signed an executive order encouraging the use of them there have been movement in the new congress to ban their use. IBEW continues to lobby against an bans on their use.

The IBEW lobbied in favor of H.AMDT.229 (AO20) sponsored by REP LaTourette(OH-14) this amendment was in favor of the removal of section 903 of the FAA bill. Section 903 strike down a National Mediation Board (NMB) rule that was finalized last year. The rule would no longer count those not voting in a union election as a no vote. These were for union elections covered under the national rail act.

The IBEW continues to Lobby against the taxation in any amount or percentage of employer provided health care coverage. Currently the presidents deficit commission (Simpson Boyles commission) has recommended the phasing out of the healthcare tax exclusion. The IBEW is opposed to this recommendation of the commission.

The IBEW lobbied to restore the $108.8 million to the Navy Shipbuilding Budget that was erroneously deleted by Defense Appropriations Committee, when it scraped the Volume Search Radar (VSR) from the DDG 1000 Program. The President did not include funding for the VSR in his budget; but when the Appropriations Committee removed the VSR Program it attributed $108.9 million to it in the Continuing Resolution.
