The IBEW urged President Obama to ensure that EPA's proposed NSPS for GHG emissions from fossil-fueled power plants allow for the construction of state-of-the-art new coal generation plants. As proposed, the rule would mandate the application of carbon capture and sequestration (CCS), technology that does not yet exists on a large-scale commercial basis. Even if proven viable, EPA estimate CCS would raise the cost of electricity by 80 percent.

The IBEW continued to lobby the House and Senate against the taxation of employer- provided health insurance. The IBEW is opposed to the recommendation of the U.S. Congress Joint Select Committee on Deficit Reduction to phase-out the healthcare tax exclusion.

The IBEW continued to lobby against the Computer Professionals Update Act (S. 1747) legislation that would expand the Fair Labor Standards Act (FLSA) exemption for workers involved with computer technology. If passed into law this act would end overtime pay for any worker who uses computer technology in the performance of their duties, no matter how little.

The IBEW continued to oppose efforts to overturn President Obamas Executive Order that encourages the use of project labor agreements (PLAs) on federal construction projects. The IBEW strongly supports the use of PLAs in both the private and public construction. PLAs typically save taxpayer dollars by including accelerated dispute resolution procedures; standards regarding the hiring of local workers and minorities; and apprenticeship training.

The IBEW delivered verbal comments before the Nuclear Regulatory Commission (NRC) regarding the proper scoping for a new EIS in response to a June 8, 2012 decision by the U.S. Court of Appeals for the DC Circuit that vacated and remanded NRCs 2010 Waste Confidence Decision and Rule. The analysis conducted by the NRC to support its 2010 Waste Confidence Decision and Rule is appropriate with the exception of three specific issues mentioned by the Court.
The new EIS should address the Courts issues but go no further than what is required by law and the Courts decision.

As part of legislative proposals that helped create the American Taxpayer Relief Act of 2012 (H.R. 8), the IBEW urged Congress to extend tax breaks for those who earn less than $250,000 annually; raise taxes on those who make more than a quarter million dollars a year; and preserve full benefits for Social Security, Medicare, and Medicaid.

The IBEW urged Senators to vote No on amendment no. 3376 (Paul, R-KY) to substitute amendment no. 3395 (Reid, D-NV), that would prohibit supplemental funds from being used to administer or enforce certain prevailing wage-rate requirements for public works projects under the Davis-Bacon Act (PL 71-798).

The IBEW urged the Senate to support the Merkley-Udall package of changes to the current filibuster rules. Proposed changes include, but are not limited to, eliminating the filibuster on a motion to proceed; requiring that those wishing to block legislation or nominations must take the floor and actually filibuster; require that 41 Senators must affirmatively vote to continue to debate rather than forcing 60 Senators to vote to end debate.

The IBEW urged Congress to continue the federally-funded Emergency Unemployment Compensation (EUC) program which was due to expire on December 31, 2012. Included in the American Taxpayer Relief Act of 2012 (H.R. 8) is a one year extension of the EUC program. H.R. 8 also provides extended unemployment benefits for those covered under the Railroad Unemployment Insurance Act.

The IBEW urged Congress to oppose language in Section 3115 of the House FY 2013 National Defense Authorization Act (H.R. 4310) that would severely weaken nuclear worker safety protections at DOE atomic weapons facilities. Section 3115 would strip the authority of the Secretary of Energy to enforce regulations. Instead, it would transfer those responsibilities to the National Nuclear Security Administration, which has no expertise or competence in this area.
Workers would be stripped of the right to be shielded from retaliation for raising health and safety concerns, including the right to be involved in workplace inspections.
