IREM signed onto a letter to Congressmen Barney Frank and Spencer Bachus with the National Association of Realtors, urging the House Committee on Financial Services to take action regarding the liquidity issues in the commercial mortgage market. The letter specifically encourages lawmakers to extend the Term Asset-Backed Securities Lending Facility (TALF) for legacy and newly issued mortgage back securities (CMBS) through the end of 2010.

IREM signed onto a letter to Senators Chris Dodd and Richard Shelby of the Senate Committee on Banking, Housing and Urban Affairs, urging them to carefully consider the effect of regulatory constraints created by newly proposed regulations on availability of credit through lending institutions and the securitized credit markets. The letter also urged lawmakers to work to restore the flow of credit for consumers and businesses, and examine any reforms aimed at the securitized credit markets in great detail.

The letter further urges the consideration of national catastrophe insurance reform in order to avert a repeat of the problem, with specific support of floodplain mapping, increased policy limits, reform of premium rate structure, and business interruption insurance.

IREM signed onto a joint letter to Congressional Members, Rosa DeLauro and Jack Kingston, urging the Subcommittee on Agriculture, Rural Development and Related Agencies to reinstate funding the United States Department of Agriculture's (USDA) Multi-Family Housing Revitalization Program (MPR). In addition, the letter makes a request for permanent funding to the MPR program at a $300 million level.

IREM signed onto a joint letter to Housing & Urban Development (HUD) citing recommendations regarding proposed changes to the Federal Housing Administration's Multifamily Mortgage Insurance Programs underwriting requirements. The letter urges HUD to recognize the global economic crisis as the cause for the increase in HUD's insurance claims rather than issues relating to underwriting procedures. The letter states the belief that HUD's proposed changes will cause a halt to production of much needed
multifamily housing and will further depress the contruction employment sector resulting in higher rents.

IREM signed onto a joint letter addressed to Congressman, Barney Frank, Chair, Committee on Financial Services, regarding H.R. 4868, the "Housing Preservation and Tenant Protection Act of 2010." The letter notes support of several key provisions in the bill, but also states opposition on other language - specifically to provisions that impinge on personal property rights. In addition to the suggested changes/comments in the letter, it is urged that campanion tax legislation be enacted to allow for-profit owners'
participation in affordable housing preservation programs.
