On legislation to reauthorize "global AIDS" (PEPFAR) program, provided analysis of various provisions and contemplated amendments; did not oppose HR 5501 as passed by the House or as ultimately amended by the Senate. On Medicare Improvements for Patients and Providers Act of 2008 (H.R. 6331), Section 162, answered inquiries to provide assurance we were not opposing the bill. (continued)
On Senator Max Baucus's "Call to Action[:] Health Reform 2009" [commonly known as "Baucus White Paper on Health Reform"], Healthy Americans Act (S. 334), and health care reform generally, opposed rationing of health care, supported addition of variable withhold financing method to avoid rationing, analysis of abortion mandates and revisions to avoid enactment of abortion mandates. On Comprehensive Effectiveness Research Act of 2008 (S. 3408), regarding comparative effectiveness standards in Medicare, worked to ensure that patient's competence, age, expected length of life, present or predicted disability, degree of medical dependency, or quality of life will not be used as the basis for denial of Medicare benefits to patients against their wishes. Support for S. 1810, Prenatally and Postnatally Diagnosed Conditions Act.

On companion House legislation (HR 1328), supported parallel language sponsored by Congressman Pitts, and opposed consideration of the legislation under procedures that would not permit consideration of the Pitts Amendment.
