General education concerning the importance of authorizing new plan designs as part of any comprehensive reform of multiemployer defined benefit pension plans. General education concerning the need for Congress to pass legislation to reform multiemployer pensions, to address more than just "red zone" plans, to provide solutions for the long-term stability of the multiemployer pension system, and to avoid proposals that would cause additional multiemployer plans to face insolvency. H.R. 397, the "Rehabilitation for Multiemployer Pensions Act," legislation to amend the Internal Revenue Code of 1986 to create a Pension Rehabilitation Trust Fund and to establish a Pension Rehabilitation Administration within the Department of the Treasury to make loans to multiemployer defined benefit plans; entire bill. Draft legislation to amend the Employee Retirement Income Security Act of 1974 and the Internal Revenue Code of 1986 to authorize a new composite multiemployer pension plan design (no bill introduced).
