S. 926/H.R. 164 - Policyholder Disaster Protection Act-Provides for the creation of disaster protection funds by property and casualty insurance companies for the payment of policyholder's claims arising from future catastrophic events.
H.R. 3121/1682 - National Flood Insurance Reform-Restores the financial solvecy of national flood insurance program.

Water Submetering: Issue advocacy on water submetering and the Safe Drinking Water Act (SDWA)-Legislative solution to Safe Drinking Water Act (SDWA) testing requirements as they are applied to communities that submeter water that is being received from Public Water System (PWS) and then bill residents for usage.

H. R. 3221/S.2636 Foreclosure Prevention Act-Comprehensive FHA Title I and Title II Reform. Net Operating Loss (NOL) carryback provisions, tax credit for homebuyers who purchase a home in foreclosure, provision allowing for an additional standard deduction for real property taxes for non-itemizers, and extension of Energy Star Tax credit for MH manufacturers.
H.R. 384 Floor plan lending: legislation that guides the new Administrtion on spending future TARP funds, states that Treasury should take any action to support dealer floor plan lending through Federal Reserve Board or otherwise.
Emergency Economic Stabiliazation Act of 2008: Provides authority to the Treasury Secretary to restore liquidity and stability to the U.S. financial system and to ensure the economic well-being of Americans. To include: Purchase of troubled assets and insurance of troubled assets, establishes a financial oversight board, enables forclosure mitigation efforts, and assistance to homeowners.
H.R. 1 Stimulus package- Provides economic stimulus through recovery rebates to individuals, incentives for business investment, and an increase in conforming and FHA loan limits.
Congress adopted an $8000 first time homebuyer tax credit which expires on December , 2009. Advocacy to extend and expand the homebuyer tax credit.
H.R. 3068-A bill to use amounts made available under the Troubled Assets Relief Program to the Secretary of the Treasury for relief for homeowners and neighborhoods.
FHA Permanent Foundation Requirements for Manufactured Homes - 24 CRF 203.47f - In lieu of installing HUD Code homes in accordance with the Guide to Permanent Foundations, FHA will be proposing to adopt the HUD Model Installation Standard (or state equivalent) as its permanent foundation requirement
HUD Proposed Rule - GSE Affordable Housing Goals-24 CFR Part 81-Proposed rule will establish the housing goals (effective 2009) for the GSEs.
HUD Proposed Rule - Reform of the Real Estate Procedures Act (RESPA)-24 CFR Parts 203 and 3500-Proposed rule would require lenders to itemize borrower costs on an enhanced Good Faith Estimate. Lenders to disclose Yield Spread Premiums paid to brokers. New penalties for RESPA violations.
Federal Reserve Proposed Rule - Regulation Z Reform- 12CFR Part 226 Fed proposed defines "higher prices mortgage loans" (HPML as any loan with an APR 3pts above yield on t-bills with comparable terms. Rules provides that HPML lenders required to consider borrower's ability to repay, verify income, escrow taxes and insurance, and are not permitted to use prepayment penalties
FHA Title II Morgagee Letter "Manufactured Housing Policy Guidance" - "Manufactured Housing Policy Guidance"-The letter covers a host of issues under the topic of property eligiblity and underwriting eligibility. The letter indicates FHA's desire to receive invoices and supporting documentation for all site-work from installers and subcontractors. This documentation is not required for site-built construction loans and is excessive considering all homes are appraised by FHA approved appraisers.
H.R. 958-Data Accountablity and Trust Act-Protects consumers by requiring reasonable security policies and procedures to protect computerized data containing personal information, and to provide for a nationwide notice in the event of a security breach. Bill expected to be re-introduced in 2009.
Floor Plan Lending: The SBA has approved a pilot program that would provide loans to retail sales centers for floor plan financing, including manufactured homes. The pilot begins on July 1 and expires on October 1, 2010.

S. 2724 CJ's Home Protection Act- Requires all MH homes not on permanent foundations produced and sold to have weather radios,
Senate bill is expected to be re-introduced in 2009.
H. R. 3045 - Section 8 Voucher Reform Act - facilitiates the use of vouchers for full cost of purchasing manufactured homes sited on leased land. A Senate bill expected to be introduced in 2009
FS. 3261: Y10 Transportation, Treasury and HUD Appropriations - Advocating for funding for the Partnership for Advancing Technology in Housing (PATH) Program.

H.R. 3028 - Health and Safety Emergency Housing Act-Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require temporary housing units provided to assist disaster victims to comply with certain formaldehyde emissions requirements Bill expected to be re-introduced in 2009
S. 713- FEMA Accountablity Act- Requires the Administrator of the Federal Emergency Management Agency to quickly and fairly address the abundance of surplus manufactured housing units stored by the Federal Government around the country at taxpayers expense. House bill expected to be re-introduced in 2009
H.Res. 584 Manufactured Housing Week- Recognizes the role manufactured housing plays in the housing market.
H.R. 1661-Travel Trailer Residents' Registry Act - Establishes a health registery to ensure that certain individuals who may have been exposed to formaldehyde in a travel trailer have an opportunity to register for such registry and receive medical treatment for such exposure. Contains an overly broad definition of travel trailers that would include manufactured housing.
24 CFR 3280, 3285 -HUD Model Manufactured Installation Standards Final Rule-Sets forth minimum requirements for the installation of manufactured homes as required by the MHIA.
24 CFR 3286 - HUD Manufactured Home Model Installation Program Final Rule-Sets forth minimum requirements for the installation program implementing and enforcing the required installation standards as required by the MHI. Included are requirements for recording keeping, temporary location of homes on dealer lots, installation training, installer certification, for manufacturers, retailers and installers.
24 CFR 3282, 3285-HUD On-Site Completion of Construction of Manufactured homes-Will set forth provisions under a new subpart allowing for the on-site completion of innovative homes components/construction practices that are essentially extensions of home construction elements currently covered by the HUD-Code but not expressly provided for and therefore require Alternative Construction letters.
24 CRF 3280.402-HUD-Code Truss Testing Protocol-The proposed rul would amend Sec.3280.402 to provide more stringent initial qualification of truss design.
24 CFR 3285-Ground Anchor Assembly Test Protocol-Will set forth standardized testing procedures and methods for determining maximum loads for different assemblies based on ground anchoring requirements in the Model Installation Standards. Intended to simiplify the ground anchor assembly selection process and improve the effectiveness of anchoring systems.
HUD-Code 3282 Subpart E & H- HUD has initiated a new effort directed at revising the regulations covering manufacturer inspection and certification requirements, and primary inspection agencies.
FEMA 85 - Manufactured Homes in Flood Hazard Areas-FEMA 85 provides guidance on the installation of manufactured homes in flood hazard areas that in compliant with the National Flood Insurance Program requirements. While a non-mandatory guide, the provisions become mandatory if a local jurisdiction adopts it as there requirement.
H.R. 2892 - Makes Appropriation for the Department of Homeland Security for fiscal year ending September 30, 2010. Amendment: None of the funds made available under this Act may be used to sell or transfer travel trailers considered unsuitable for habitation.
S. 412 - A bill to establish FEMA as an independent Agency.
