H.R.2946 - "American Coastal Waters and Shorelines Protection Act" - A bill to require that vessels used to engage in drilling for oil
or gas in ocean waters that are subject to the jurisdiction of the United States must be documented under chapter 121 of title 46, United States code. H.R. 2354 - Making appropriations of for energy and water development and related agencies for the fiscal year ending September 30, 2012, and for other purposes.
S.1430 - "Maritime Administration Authorization Act for Fiscal Year 2012" - A bill to authorize certain maritime programs of the Department of Transportation and for other purposes.
S.1253 - "National Defense Authorization Act for Fiscal Year 2012" - An original bill to authorize appropriations for fiscal year 2012 for military activities of the Department of Defense, for military construction and for defense activities and the Department of energy to prescribe military personnel strengths for such fiscal year and for other purposes.
H. AMDT. 586 - Amends H.R.2354 - An amendment to increase the Army Corps of Engineers Operation and Maintenance account by $6,360,000 for efficient cargo transportation by improving dredging and navigation of waterways and reduce the Army Corps of Engineers Administration Expenses account by the same amount.
H.R. 2838 - The Coast Guard and Maritime Transportation Act of 2011, authorizes $8.49 billion for the Coast Guard for fiscal year 2012, $8.6 billion for year 2012 and $8.7 billion for fiscal year 2014. The bill also makes several amendments to laws regarding Coast Guard authorities, shipping and navigation.
H.R. 2839 - "Piracy Suppression Act of 2011" - To suppress the threat of piracy on the high seas and for other purposes.
H.R. 2360 - " Providing for Workforce and Energy resources Act" or the "Power Act" to amend the Outer Continental Lands Act to extend the Constitution, laws and jurisdiction of the United States to installations and devices attached to the seabed of the Outer Continental Shelf for the production and support of production of energy from sources other than oil and gas and for other purposes.
Met with maritime industry coalitions on numerous occasions regarding the issues of Cargo Preference requirements, Piracy, P.L. 480 (Food for Peace Program), Harbor Maintenance Tax and Jones Act waivers. These meetings prompted break-out meetings to various House and Senate members and their staff on the House Transportation and Infrastructure committee, House Agriculture committee, House Foreign Affairs committee, Senate Agriculture, Nutrition and Forestry committee, Senate Appropriations committee and the Senate Foreign Relations committee.
"American Jobs Act of 2011" - To provide tax relief for American workers and businesses to put workers back on the job while rebuilding and modernizing America and to provide pathways back to work for Americans looking for jobs - 1. Transportation $5,000,000,000 for capital investments in surface transportation infrastructure 2. Port Infrastructure investments, Including projects that connect ports to other modes of transportation and improve the efficiency of freight movement.
Attended a Subcommittee on Coast Guard and Maritime Transportation hearing on "Creating Jobs and Increasing U.S. Exports by Enhancing the Marine Transportation System."
Maritime Security Program: Worked with other U.S. maritime labor and industry interests to secure Democratic and Republican signatures on both House & Senate "Dear Colleague" letters in support of the Maritime Security Program (MSP) for FY 2012.
There were non-active periods in July, August and September - July 1-8 and July 18-22 and August 8-September 5 of 2011 - Summer Recess.
