"Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010": A bill to extend emergency unemployment benefits and extend for two years tax measures that expired at the end of 2009 and those scheduled to expire at the end of 2010. The bill is of interest to the organization because of provisions dealing with estate taxes, capital gains taxes, income taxes, Alternative Minimum Taxes, and others that affect farm and ranch families.
"The Small Business Paperwork Mandate Elimination Act" (S. 3578/H.R. 5141): Legislation to amend the Internal Revenue Code to repeal a provision included in the "Patient Protection and Affordable Care Act" that extends to corporations that are not tax-exempt (including farms, ranches and small businesses) the requirement to report payments of $600 or more. The organization supports repeal of the mandate because tax-related paperwork and compliance are already major expenses for agricultural operations and businesses.
Estate Tax Reform: The organization supports enactment of legislation to reform the federal estate tax before the pre-2001 exemption level and tax rate are reinstated in 2011. The organization favors increasing the exemption to $5 million (and adjusting it for inflation) and reducing the maximum rate to 35 percent until full, permanent repeal is achieved.

"FDA Food Safety Modernization Act" (S. 510/H.R. 2751): Legislation to amend the Federal Food, Drug and Cosmetic Act to improve the safety of food consumed by domestic consumers. The issues of paperwork and recordkeeping for agricultural producers as well as expanded authorities of the Food and Drug Administration in general are of interest to the organization.

Grain Inspection, Packers and Stockyards Administration (GIPSA) proposed rulemaking: USDA-GIPSA, at the direction of Congress in the 2008 Farm Bill, is proposing to add/revise regulations in the Packers and Stockyards Act to clarify conditions for industry compliance, specifically aimed at meat packers, live poultry dealers and swine contractors. As an organization that represents beef, pork and poultry producers, we closely follow proposals that affect livestock marketing and prices received by farmers and ranchers.

"The Chesapeake Clean Water and Ecosystem Restoration Act of 2009" (S. 1816/H.R. 3852): Legislation to amend the Federal Water Pollution Control Act to reauthorize the Chesapeake Bay Program and require the Environmental Protection Agency to establish a Chesapeake Bay protection program, and other purposes. Of interest to the organization are the potential implications of the bill if similar actions are taken in other watersheds across the United States.
"America Great Outdoors Act" (S. 303): Omnibus legislation containing over 100 separate public lands, water and wildlife bills. Contained in the bill is the "Chesapeake Clean Water and Ecosystem Restoration Act" opposed by our organization.
National Ambient Air Quality Standards (NAAQS) for Ozone and Coarse Particulate Matter (PM): In recent years the organization has commented on proposed changes in the NAAQS for ozone and coarse PM. EPA is expected to announce decisions on both regulations in the months ahead. Reducing the standards for ozone and coarse PM will affect rural counties, and farming and ranching operations in those counties.

Spill Prevention, Control and Countermeasure (SPCC) Rule: The SPCC rule, written and amended by the Environmental Protection Agency, applies to facilities (non-transportation related) with oil storage capacity above a certain threshold and that could reasonably discharge to navigable waters of the U.S. Regulated facilities are required to prepare and implement a SPCC plan. The organization is interested in the rulemaking because it affects farmers and ranchers with on-farm fuel storage.
