NCA lobbied for H.R. 863 and S. 1809, the Simplifying Technical Aspects Regarding Seasonality Act of 2015. These bills will simplify compliance with the Affordable Care Act for private clubs that hire seasonal workers. Without this legislation, clubs will likely encounter unintended compliance errors with the healthcare law and their seasonal employees.

NCA lobbied against DOL's proposed regulation that will change the requirements necessary for workers to be exempt from overtime. If these changes are finalized, they will lower employees' pay and make it difficult for clubs to staff their facilities. NCA also lobbied to remove funding for DOL's/DHS' new H-2B visa program regulations that make it more difficult for clubs to secure temporary foreign workers when American workers are unable or unwilling to do the work. The defunding request was signed into law.

NCA lobbied for S. Jt. Res. 22, a Congressional Review Act resolution that would stop the EPA's new Waters of the United States regulation. This regulation places golf course waterways and ponds under the control of the Clean Water Act for the very first time causing private golf and country clubs to refrain from using certain chemicals and fertilizers without first securing permits from the EPA. In addition to permitting requirements, this new rule adds numerous regulatory burdens on clubs that could impact their bottom lines and cause a loss of jobs in the club industry. Senate Jt. Res. 22 passed the Senate.

NCA lobbied for H.R. 928/S. 183, a bill to repeal the annual tax imposed on health insurance providers for selling insurance policies. This health insurance tax is found in the Affordable Care Act and the cost will be passed on to those purchasing the insurance policies. Thus, it is a new tax on private clubs that will further impact their bottom lines and potentially lead to job losses in the club industry. Though this legislation did not pass, a one-year delay of the tax did pass and was signed into law.
