Regulation
Raise the Wage Act, H.R. 603 and S. 53 - Opposed House passage and Senate action.
PRO Act, H.R. 842 and S. 420 - Oppose and opposed the legislation whether advanced separately, or as part of the American Jobs Plan infrastructure package.
Modern Worker Empowerment Act, H.R. 4069 and S. 2973 - Support the legislation.
Antitrust Activity in House and Senate, including efforts focused on Big Tech - Expressed general concern about breaking up and hyper-regulating the technology platforms that are enabling small business survival, opportunity and growth during COVID-19.
DOLs Independent Contractor Rule: Supported final rule advanced by the Department of Labor (DoL) in early January 2021, and opposed efforts by the incoming Administration to pull and repeal the rule.
Expressed concern to Congress and the Biden Administration about imposing new regulatory burdens generally on small businesses, and the impact during the fragile recovery period.
Project Labor Agreements (PLAs) - Expressed opposition to the use of PLAs to Congress and Administration in federal procurement projects and forthcoming infrastructure plans.
Fair and Open Competition Act, H.R. 1284 and S. 403 - Support the legislation.
Taxes and Tax Reform
Opposed Retroactive Repeal of Net Operating Loss (NOL) Relief in CARES Act.
Main Street Certainty Act, H.R. 1381 and S. 480 - Support passage of this bill to make permanent the 20% small business deduction in the Tax Cuts and Jobs Act.
Tax Increases: Expressed concern to Congress and Biden Administration about raising taxes generally during the recovery and its impact on small business survival, growth, capital access and investment. Specific tax proposals include raising individual rates, capital gains rates, corporate rates.
New Thresholds for Form 1099-K: Expressed concern about passage on new reporting thresholds associated with Form 1099-K in the American Rescue Plan, and support efforts to delay and reform thresholds.
COVID Relief
PPP: Supported additional relief dollars in the Paycheck Protection Program (PPP), extending the program to December 31, 2021, and changes to eligibility and thresholds to make it more inclusive to very small businesses and those with high overhead costs.
EIDL Caps: Supported the move of the SBA to lift arbitrary COVID-19 Economic Injury Disaster Loan (EIDL) caps from $150,000 to $500,000.
Access to Capital
Title III Regulated Crowdfunding - Supported the reform changes advanced and made permanent by Securities and Exchange Commission (SEC) rulemaking in March 2021.
Intellectual Property Protection
Expressed opposition to petition before the World Health Organization to force U.S. based companies to give away their COVID-19 IP protections.
Bayh-Dole and March-in Rights: Provided comments to the National Institutes of Standards and Technology (NIST) affirming the principles, intention and mission of Bayh-Dole, and in support of NISTs proposed changes that maintain the principles and congressional intent.
Access to Broadband
Emergency Broadband Benefit (EBB) Program: Submitted comments to the Federal Communications Commission (FCC) on how to implement the program smartly and efficiently to maximize access and support to intended targets.
Nominations:
Supported Expeditious Action to confirm a Small Business Administration (SBA) Administrator.
Supported Isabel Guzmans confirmation for SBA Administrator.
General Government Reform
United States Postal Service: Continue to call attention to fiscal and other challenges at the USPS and how this impacts small businesses.
