Supported H.R. 4410 and S. 2339, bills that clarify E15 should be allowed for sale year-round by extending the 1-psi Reid vapor pressure (RVP) waiver to fuel blends containing gasoline and over 10 percent ethanol.
Supported H.R. 1637, a bill to expedite the approval process for renewable fuels under the renewable fuel standard (RFS) program. The bill considers an application to register a renewable fuel under the RFS program to be approved by the Environmental Protection Agency (EPA) if the fuel has been approved under any state renewable fuel program. It also establishes a deadline for the EPA to make a decision on any pending application for a renewable fuel that has not yet been approved under any state program and establishes deadlines for the EPA to make decisions on pending pathway petitions by producers to register biofuels.
Supported S. 193 and H.R. 3593, the Adopt GREET Act, which would require EPA to update its outdated lifecycle modeling for ethanol and biodiesel, specifically by adopting the latest Argonne National Labs Greenhouse Gas and Regulated Emissions and Energy Use in Transportation (GREET) Model.
Supported H.R. 1113, the Renewable Fuel Standard Integrity Act, legislation that addresses the timing and transparency issues associated with the small refinery exemption (SRE) program under the Renewable Fuel Standard (RFS).
Opposed H.R. 190, the Leave Ethanol Volumes at Existing Levels (LEVEL) Act, legislation to repeal the Renewable Fuels Standard II (RFS), leaving RFS I levels intact.
Supported S. 2262/H.R. 4254, bills to establish an income tax credit for the sale or blending of certain fuels containing ethanol.
Thanked a group of House and Senate members for urging for support for renewable fuels in the reconciliation package by specifically requesting leadership consider bipartisan proposals that have been introduced this year to provide incentives for retailers to sell E15 and E85 and for automakers to resume the production of flexible fuel vehicles, to encourage the use of higher blends of ethanol, and to ensure E15 can be available year-round.
Sent a letter to House Committee on Energy and Commerce Chairman Frank Pallone, Jr. following Congresswoman Cheri Bustos' introduction of the Next Generation Fuels Act of 2021 (H.R. 5089), requesting a legislative hearing on the bill in order to receive testimony on how it would help remove market barriers to ethanol and improvements that should be made to the legislation to reward farmers for climate-smart practices and ethanol producers for investments to reduce the carbon intensity of their fuel.
Sent a letter to President Biden asking him to set the maximum statutory volumes under the Renewable Fuel Standard in the 2021 and 2022 Renewable Volume Obligation rulemaking and pursue all options to ensure uninterrupted market access for E15.
Opposed the U.S. Environmental Protection Agencys (EPA) motion to remand but not vacate the 31 small refinery exemptions (SREs) the Trump Administration granted in August 2019.

Thanked USDA Secretary Vilsack for the new Climate-Smart Agriculture and Forestry Partnership Initiative, which will support the adoption of farm-level practices which help result in products such as ethanol that reduce GHG emissions.
Supported S. 227/H.R. 1452, the Renewable Fuel Infrastructure Investment and Market Expansion Act, bills to create a renewable fuel infrastructure grant program at the United States Department of Agriculture and streamline regulatory requirements to help fuel retailers sell higher blends of ethanol.

Supported S. 2267, a bill to provide a tax credit for the production of flexible fuel vehicles, and to amend title 49, United States Code, to restore certain flexible fuel vehicle credits.
Testified at a virtual public hearing on the Revised 2023 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions Standards proposed by the Environmental Protection Agency (EPA), emphasizing how EPAs proposal must place much greater emphasis on improving the quality of liquid fuel, which 98 percent of the 270 million light-duty vehicles on the road use, by including steps to replace fossil fuel with a lower carbon and higher octane fuel, such as ethanol, in order to significantly cut CO2 emissions from their tailpipes.
