ARTBA outlined our priorities for implementation of the Infrastructure Investment and Jobs Act (IIJA) for the U.S. Department of Transportation (U.S. DOT).
ARTBA offered input to the Office of Management and Budget as it considered guidance relating to the Buy America provisions in the IIJA.

Opposed mandatory the use of project labor agreements on direct federal projects valued at $35 million or more.
Opposed the following provisions of H.R. 7900 (the National Defense Authorization Act for Fiscal Year 2023): Sec. 809 - giving Department of Defense preference to contractors with union agreements, Sec. 5187 - initiating debarment proceedings for Fair Labor Standards Act violations, Sec. 868 - prohibiting the Department of Defense from entering into contracts with employers who have violated the National Labor Relations Act, and Sec. 2809B promoting local hire programs. ARTBA also opposed changes to the federal contracting and debarment system prior to recommendations from a forthcoming report from the the Acquisition Innovation Research Center.

ARTBA supported discussions of permitting reform in the Senate and specifically supported the Energy Independence and Security Act of 2022 as part of a temporary fiscal year 2023 spending package.
