2. S.360 - Improving Corporate Governance Through Diversity Act - This bill requires certain issuers of securities to disclose the racial, ethnic, and gender composition of their boards of directors and executive officers, as well as the status of any of those directors and officers as a veteran. It also requires the disclosure of any plan to promote racial, ethnic, and gender diversity among these groups.

Lease scoring pilot program
Rigid adherence to Federal scoring rules has undermined effective management of the Federal real property management portfolio.
OMB Circular A-11, Appendix B provides guidance for the budgetary treatment of lease-purchases and leases of capital assets. Under current scoring rules, GSA operating leases recognize the cost of a single year of lease payments in any given budget year, whereas capital leases would have the entire cost of the multi-year lease commitment recognized in a single budget year. Given discretionary budget caps, the need to fund the full cost of a multi-year lease term in a single year has virtually eliminated the use of capital leases to address critical facilities requirements.
(a) In General.--Section 3319 is hereby added to Title 40 of the United States Code to read as follows:
3319 - Alternative Lease Scoring Pilot Program
Notwithstanding the 20-year limitation on lease terms found in Section 585 of this Title, the Administrator of the General Services Administration shall have the authority to enter into leases with terms of any length deemed appropriate for the effective period of this Section.
This Section shall expire on October 1, 2023.
(b) Sunset.--As noted in the draft language in Section (a), above, this section of the code shall expire no later than October 2, 2023.
(c) Modified Scoring Rules.-- The Administrator shall not be bound by scoring rules found in OMB Circular A-11 for the purposes of leases procured under the authority of this Section, and may pay rents for such leases from the Rental of Space account regardless of the length of the lease term.
(d) GAO Report.--After the date the pilot program is implemented, the Comptroller General of the United States shall submit to the appropriate committees of Congress a report on the pilot program, including--
(1) the extent of The General Services Administration participation in the pilot program and how the program was implemented;
(2) the results of the pilot program and any reported
benefits, including the impact on long-term budget planning and any cost-related efficiencies realized by the General Services Administration or the participating tenant agencies; and
(3) the feasibility of expanding the pilot program to
All Federal leases and leasebacks of Federal Government property.
