H.R.4853, the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010; clean energy tax policy; H.R.5470/S.3925, the Implementation of National Consensus Appliance Agreements Act; comprehensive energy and climate legislation; EPA action on greenhouse gas emissions and clean air; S.3072, Stationary Source Regulations Delay Act; United Nations Framework Convention on Climate Change COP-16 negotiations.
The BCSE also provides administrative services to the Federal Performance Contracting Coalition (FPCC), a coalition of federal energy services contract holders. The FPCC's lobbying activities and expenditure are included in the BCSE's quarterly LD-202 filings. Cascade Associates is a lobbyist for FPCC and files a seperate lobby report. The FPCC worked on complimentary policy for ESPCs in the following proposed legislation: Energy and Climate proposals and 2011 House and Senate Defense Authorization bills.
