Communications with U.S. Fish and Wildlife Service, the Marine Mammal Commission, the State Department, Members of Congress, and Congressional Committees to ensure that any regulations promulgated by the U.S. Fish and Wildlife Service under Title V of the Marine Mammal Protection Act to implement a polar bear subsistence harvest quota are based on, and issued after taking into consideration, sound science as well as the historical and cultural reliance of the Alaska Native community on the polar bear harvest. Legislation that would require the U.S. Fish and Wildlife Service to consult and work with Alaska Native organizations and other wildlife management organizations to implement a civil-based, co-management regime for the subsistence harvest of Alaska-Chukotka polar bears.
