Amdt. 827, to exempt projects funded under this bill from Davis-Bacon; general education on the importance of ensuring the application of federal prevailing wage to all construction funded, directly or indirectly, under the legislation. General education concerning federal prevailing wage standards and their importance to recovering from the COVID-19 pandemic. Implementation of industry recognized apprenticeship programs (IRAPs).

H.R. 6800, the "Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act," legislation making emergency supplemental appropriations for the fiscal year ending September 30, 2020; Division D concerning relief for critical and declining multiemployer pension funds and to expand the ability of the PBGC to partition liabilities from troubled funds and to raise the PBGC minimum guarantee for plan participants; Division N "Giving Retirement Options to Workers Act" to authorize composite plans. Proposals in the Senate to provide additional relief from COVID-19 and the impacts of the related public health emergency and the need to include pension reform that includes authorization of composite plans, expanded partition authority for the PBGC, and an extension of COBRA subsidies. Proposals to authorize composite multiemployer pension plans as a means to provide a secure, sustainable retirement for workers while ensuring the viability of sponsoring employers. General education concerning proposals for comprehensive reform of the defined benefit, multiemployer pension system and the importance of authorizing new plan designs as part of any such comprehensive reform.
