P.L. 111-203 - Implementation and modifications of the "Dodd Frank Wall Street Reform and Consumer Protection Act," which eliminated the Office of Thrift Supervision, the primary regulator of State Farm Bank and replaced it with the Office of the Comptroller of the Currency, effective July 21, 2011.
The legislation modified the Bank Holding Company Act and the Home Owners Loan Act and provided that all Savings and Loan Holding Companies (SLHCs) are regulated by the Federal Reserve effective July 21, 2011. This entails new reporting requirements for the holding company. Also, the legislation created the Financial Stability Oversight Council to identify and regulate systemically important non-bank financial companies. Through the Collins Amendment, the Act imposes minimum risk-based capital and maximum leverage requirements on banks and SLHCs.
In addition, it created a system for resolving failing systemically important companies. There are assessments associated with this new resolution authority. The Dodd-Frank Act also directed the Securities and Exchange Commission (SEC) to conduct a study evaluating the different standards of conduct between broker-dealers and investment advisors. It also modifies the rules governing investments by entities that have an insured depository within their corporate structure (i.e., the Volcker Rule).

Privacy bills in the Senate:
S. 2105, "Cybersecurity Act of 2012" - directs the Secretary of Homeland Security to conduct assessment of risks; establishes a procedure for designation of Critical infrastructure; and sets requirements for notification of risks and threats.
Privacy bills in the House:
H.R. 2577, "Data Breach of 2011;" H.R. 611, the "Best PRACTICES Act of 2011;" and H.R. 1528, the "Consumer Privacy Act of 2011" are in the Energy and Commerce Committee; H.R. 653, the "Financial Information Privacy Act of 2011" is in the Financial Services Committee.
H.R. 3523, "Cyber Intelligence Sharing and Protection Act of 2011" - amends the National Security Act of 1947 to provide procedures regarding cyber threat intelligence and information sharing. Reported out of committee.
H.R. 3674, "Promoting and Enhancing Cybersecurity and Information Sharing Effectiveness" - provides for the Secretary of Homeland Security to coordinate cybersecurity efforts for government and critical infrastructure networks.

Federal Trade Commission's (FTC) proposed rules to implement Public Law 108-159, "Fair and Accurate Credit Transactions Act," that established uniform national standards for certain consumers credit insurance and employment transactions.
The FTC and Federal Reserve (Fed) issued studies on the effects of credit scores and credit-based insurance scores on the
availability of financial products. The FTC is studying the effects of the use of credit-based insurance scoring as it related to the affordability of homeowners insurance.

P.L. 111-203, the Dodd Frank Wall Street Reform and Consumer Protection Act - establishes a Federal Insurance Office within the
Department of Treasury; establishes a "Consumer Financial Protection Bureau;" creates a Financial Stability Oversight Council to regulate systemically important companies; calls for a review of the standards for investment advisors and broker dealers; creates a system for winding down the affairs of failing systemically important companies; and imposes proprietary trading restrictions on financial firms with FDIC despoitory insitutitons within their corporate structure.
H.R. 1309/unnumbered Senate Banking Committee legislation, the "Flood Insurance Reform and Modernization Act," and several measures to extend the National Flood Insurance Program on a short-term and five-year basis.
H.R. 5 - Legisation to repeal the Affordable Care Act's creation of an Independent Payment Advisory Board and reform medical malpractice and proposed amendments to repeal the McCarran-Ferguson Act for "the business of health insurance."
