S. 1406, the Prevent All Soring Tactics (PAST) Act; bill redefines horse soring to include virtually all training methods and devices used by trainers develop a particular gait in horses, not just the soring practices determined illegal under the Horse Protection Act (HPA). The legislation would require a significant expansion of inspection activities at most equine events where certain breeds are exhibited, potential for shows and events of all sizes to suffer because of a lack of available inspectors.

H.R. 1944, the Private Property Rights Protection Act of 2013; The bill prohibits states that receive economic development funding from exercising eminent domain for private economic development. Violation of that provision would result in loss of all economic development funding for a period of 2 years. The bill creates a private right of action for a landowner who suffers injury as a result of a violation of this act. The bill prohibits any use of eminent domain for economic development by the federal government.
