ARTBA 2012 Chairman Paul Yarossi told members of a House Oversight and Government Reform Committee July 19 regulatory inefficiencies and investment cuts enacted in MAP-21 could undermine the act's significant policy reforms. Specifically, Yarossi provided recommendations on hours of service regulations, the EPA's proposed expansion of the federal Clean Water Act and the potential designation of coal ash as a hazardous material, all of which could delay or inflate the cost of transportation improvements.

Specifically supported passage of H.R. 4348, the Moving Ahead for Progress in the 21st Century Act. Recommendations included increasing investment, creating a federal freight program, and reforming environmental review and approval process for transportation projects, consolidating programs, and expanding private investment opportunities.

Opposed cuts to transportation programs in the FY 2013 Appropriations process, including in H.R. 5972, the Transportation, Housing and Urban Development and Related Agencies Appropriations Act, 2013, which continues investment at levels below what Congress provided in FY 2009. Opposed similar cuts in Senate Appropriations process. Continuing the FY 2012 investment levels of $39.1 billion annually result in a cut of $2 billion below FY 2009 levels. Supported Senate transit levels over House cuts.
Opposed efforts in Continuing Resolution to set transportation appropriations levels below what was authorized in MAP-21, enacted July 6.

The meeting followed a March 28 Executive Order establishing a federal steering committee to accelerate project permitting. ARTBA specifically urged U.S. DOT to increase coordination among federal agencies and decrease duplicative work during the project review process.

ARTBA President & CEO Pete Ruane sent letters to both Republican and Democratic National Committees calling on both parties to include language about transportation infrastructure in their policy platforms. Ruane July 30 went before leaders of the RNC's policy platform committee to make the same case and provide specific recommendations.

ARTBA participated in August 29 White House discussion on the impacts of transportation choices on public health. While the meeting was geared towards promoting pedestrian and cycling choices, ARTBA warned that those funding decisions are mainly local in nature and federal policies should focus on national priorities and any further discussion of alternate transportation should occur after Congress has developed a long-term solution to the Highway Trust Fund's revenue challenges.
