Advocated in favor of H.R. 859, the "Small Business CHOICE Act," reintroduced in February by House Small Business Committee Chair Nydia Velazquez (D-NY). This bill would allow associations and other membership organizations with a common affiliation (labor unions, credit unions, etc.) to establish Cooperatives of small business members for the purpose of providing excess claims insurance coverage (through a captive insurance company).
