Discussed with DOJ Civil Rights Division a multitude of issues related to the ability of people with disabilities to fully integrate into their communities, including access to voting.
Discussed with DOJ efforts to provide long-term services and supports to veterans in the most integrated setting.
Opposed the ADA Compliance for Customer Entry to Stores and Services (ACCESS) Act (H.R. 994).
Opposed the Pool Safety and Accessibility for Everyone (Pool SAFE) Act (H.R. 203).
Opposed the ADA Notification Act (H.R. 777).
In request for information comments submitted to the HHS' Office of Civil Rights, United Spinal highlighted the physical barriers to health facilities and programs as well as regulatory barriers - such as Affordable Care Act restrictions around the provision of essential health benefits namely rehabilitative and habilitative services and devices which includes durable medical equipment - in providing full access to care regarding accessible medical equipment diagnostic equipment to individuals with disabilities.
United Spinal advocated for members of Congress about joining the Congressional Bipartisan Disabilities Caucus in the House of Representatives.

Supported the Servicemembers' Choice in Transition Act of 2013 (H.R 631/S. 889) and recommended an amendment that would
ensure inclusion of information about disability related protections for disabled veterans seeking employmnet and/or
education opportunities. This provision is now part of H.R. 357.
Discussed reforming the VA's claims process to ensure that is it veteran-centered.
Urged VA to expedite housing adaptations available for disabled veterans with ALS and other terminal illnesses under Chapter 21
of Title 38, USC.
Supported the Women Veterans and Other Health Care Improvements Act of 2013 (S.131/H.R. 958). This legislation
includes greater assistance through VA for veterans who have infertility issues related to their military service.
Discussed with advocates a legislative proposal to expand the approved uses of the Post 9/11GI Bill.
Discussed access to VA mental health services with the Department of Veterans Affairs, Veterans Health Administration.
Discussed the VetSuccess Enhancement Act (H.R. 844). This legislation would extend from 12-17 years the authorized period
for an eligible veteran to receive vocational training and rehabilitation from VA.
Discussed H.R. 894 which would reform VA's fiduciary program.
Discussed the Reducing Barriers to Veterans' Benefits Act (HR 369).
Discussed the Veteran Voting Support Act that would direct the VA Secretary to provide mail voter registration application
forms to each veteran who: 1) seeks to enroll in VA health care system at the time of such enrollment: and 2) is already enrolled
in such system when there is a change in the veteran's enrollment statuts or when there is a change in the veteran's address.
Supported the Veterans Dog Training Therapy Act (H.R. 183). This legislation would direct the VA Secretary to carry out a pilot program for assessing the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder symptoms through a therapeutic medium of service dog training and handling for veterans with disabilities.
Supported the CHAMPVA Childrens Protection Act (H.R. 288/S. 325). This legislation increases from 23 to 26 the maximum age of eligibility for certain dependent children of veterans for medical care under CHAMPVA (the Civilian Health and Medical Program of the Department of Veterans Affairs [VA]).
Urged Congress to expand VA home and community-based services for veterans with disabilities.
Urged Congress to provide appropriate oversight for and resources to address the VAs benefits claims processing backlog.

Supported an amendment to the Senate's FY 2014 Budget Resolution that would prohibit using the chained CPI to determine the COLA for veterans and Social Security benefits.
Supported Senate Concurrent Resolution 15 which expresses the sense of Congress that the Chained CPI should not be used to calculate COLAs for Social Security or veterans benefits.
United Spinal supports and discussed the Achieving a Better Life Experience (ABLE) Act of 2013 (H.R. 647/S. 313). This measure, which continues to have broad bipartisan support, will allow individuals to have tax-exempt savings accounts to be used for health education and wellness, employment supports, vehicle modification, assistive technology.
United Spinal continues to advocate the Social Security Administration to ensure the preservation of disability benefits and advocates Congress and the Administration to oppose cutting social security benefits with a formula known as the Chained CPI formula which will result in significant benefit cuts for supplemental security income recipients and social security disability income recipients.
United Spinal submitted comments and recommendations to the Commission on Long-Term Care in favor of measures that support consumers with spinal cord injuries and disorders and continued dialogue with Congress on these matters.
United Spinal supported the CHAMPVA Children's Protection Act (H.R. 288/S. 325). This legislation increases from 23 to 26 the maximum age of eligibility for certain dependent children of veterans for medical care under CHAMPVA (the Civilian Health and Medical Program of the Department of Veterans Affairs).
United Spinal opposes the chained consumer price index which lowers social security benefits significantly over time and supports the chained CPI-E (Experimental Price Index for the Elderly) to calculate SSI and SSDI to ensure people with disabilities continue to have the critical income support they need to cover essential needs such as food, medicine and shelter.
United Spinal supports H.R. 649/S. 308 Protecting and Preserving Social Security Act of 2013, and S. 567/H.R. 3118, Strengthening Social Security Act of 2013. Supports H.Con. Res. 34, Expressing the sense of the Congress that the Chained Consumer Price Index should not be used to calculate cost-of-living adjustments for Social Security benefits.

Discussed possible solutions for improving access to Medicaid for military families who have children with disabilities.
Promote Congressional support of H.R. 942/S.948 - Ensuring Access to Quality Complex Rehabilitation Technology Act of 2013. This legislation creates a separate benefit for complex rehab technology under Medicare for individuals with significant
disabilities and functional limitations.
United Spinal discussed concerns with the Centers for Medicare and Medicaid Services (CMS) regarding access to wheelchair repair under CMS' competitive acquisition program and outside of competitive acquisition areas across the country.
United Spinal raised concerns with CMS regarding the Affordable Care Act healthcare marketplaces and navigator training to ensure consumer protections for enrollees.
United Spinal discussed with the Department of Health and Human Services' Administration for Community Living access to the right type of wheelchair equipment, H.R. 942/S.948 - Ensuring Access to Quality Complex Rehabilitation Technology Act of 2013 (described above) and related wheelchair coding issues, concerns with consumer protections under Medicaid, essential health benefits under the Affordable Care Act and respite care funding matters.
In June 2012, Medicare issued an Advanced Notice of Proposed Rulemaking (ANPRM) that seeks to significantly expand Medicare Secondary Payer authority to require that current Medicare beneficiaries and non-beneficiaries project what their future medical needs may be related to the accident, injury or illness in question and then place settlement funds in trust to ensure future medical treatment is fully funded before the beneficiary can access any additional settlement funds. United Spinal
raised our concerns regarding the need for consumer protections in this regulation and met with the White House, Congress and CMS.
United Spinal signed on to a letter to the Director of the Medicare-Medicaid Coordination Office at the Centers for Medicare and Medicaid Services. The letter thanked the office for providing states with an opportunity to apply for funding to develop independent Demonstration Ombudsman Programs. United Spinal and a host of other organizations have been recommending that CMS require ombudsmen for dual demonstration projects.
United Spinal submitted comments to the Centers for Medicare and Medicaid Services regarding their proposed policy of converting complex rehab technology (Medicare beneficiary customized purchase items) to capped rental items.
United Spinal supports Part D Beneficiary Appeals Fairness Act, S. 1365/H.R. 2827 which permits Medicare Part D beneficiaries to request lower co-pays for high-cost specialty drugs used to treat chronic illnesses.
Healthcare Coalition Protecting Dialysis Care
United Spinal signed onto a letter to CMS Administrator Marilyn Tavenner opposing a proposed 9.4% cut to dialysis care. This significant cut is likely to result in restrictions in access or have other negative effects on patient care.
United Spinal supports Medicare Access to Rehabilitation Services Act of 2013 (H.R 713/S. 367) and have raised our concerns with CMS and Congress.
United Spinal raised concerns with the White House regarding recent companionship regulations and matters around institutionalization for the disability community as well as our support of improvements to the provision of home and community-based services.
United Spinal supports the Medicare DMEPOS Market Pricing Program Act of 2013/H.R. 1717 which replaces CMS' current competitive acquisition program to allow for imporved choces of medical equipment providers for Medicare beneficiaries.

United Spinal supports the Workforce Investment Act/S. 1356 which is part of the Rehabilitation Act of 1973 which makes adjustments to the federal government's oversight over the provision of vocational rehabilitation training programs and services for people with disabilities.

United Spinal submitted comments to the U.S. Consumer Protection Safety Commission (CPSC). Standards must be set to ensure that portable adult bed rails are safe. The CPSC should also mandate that all adult portable bed rails come with manufacturer usage instructions and safety warnings with a date specified in the near future to which new standards and requirements apply.
The CPSC and the Food and Drug Administration (FDA) must notify the public of the date of new standards and requirements compliance.
