Supported S. 3787 and H.R. 7155, the "Home Front Energy Independence Act," bills to allow sales of E15 year-round, establish an E15 tax credit, direct EPA to finalize their E15 labeling rule, and provide for biofuel infrastructure and compatibility with retailers.
Testified during a virtual public hearing on the Environmental Protection Agencys (EPA) proposed Renewable Fuel Standard (RFS) rulemaking for 2020, 2021 and 2022 compliance years.
Submitted comments to the Environmental Protection Agencys Proposed Volume Standards for 2020, 2021, and 2022 under the Renewable Fuel Standard (RFS) on how the Agency can improve the final rule in a way that makes important near-term greenhouse gas (GHG) reductions.
Submitted comments to the Environmental Protection Agencys Proposal to Deny Petitions for Small Refinery Exemptions (SREs).
Thanked the chairs of the Congressional Biofuels Caucus for sending a letter to the Environmental Protection Agency (EPA) urging them to take steps to protect and strengthen the Renewable Fuel Standard (RFS), including maintaining the blending requirements for 2022, denying all pending Small Refinery Exemptions (SREs), reversing course on the proposed retroactive cuts to previously finalized 2020 RVOs and setting 2021 RFS volumes at the statutory levels.
Thanked Senators Ernst, Duckworth and Stabenow for correcting misinformation and promoting the benefits of the Renewable Fuel Standard (RFS) at a hearing of the Environment & Public Works Committee titled, The Environmental Protection Agencys Renewable Fuel Standard Program: Challenges and Opportunities.
Supported H.R. 4410 and S. 2339, bills that clarify E15 should be allowed for sale year-round by extending the 1-psi Reid vapor pressure (RVP) waiver to fuel blends containing gasoline and over 10 percent ethanol.
Supported H.R. 1637, a bill to expedite the approval process for renewable fuels under the renewable fuel standard (RFS) program. The bill considers an application to register a renewable fuel under the RFS program to be approved by the Environmental Protection Agency (EPA) if the fuel has been approved under any state renewable fuel program. It also establishes a deadline for the EPA to make a decision on any pending application for a renewable fuel that has not yet been approved under any state program and establishes deadlines for the EPA to make decisions on pending pathway petitions by producers to register biofuels.
Supported S. 193 and H.R. 3593, the Adopt GREET Act, which would require EPA to update its outdated lifecycle modeling for ethanol and biodiesel, specifically by adopting the latest Argonne National Labs Greenhouse Gas and Regulated Emissions and Energy Use in Transportation (GREET) Model.
Supported H.R. 1113, the Renewable Fuel Standard Integrity Act, legislation that addresses the timing and transparency issues associated with the small refinery exemption (SRE) program under the Renewable Fuel Standard (RFS).
Opposed H.R. 190, the Leave Ethanol Volumes at Existing Levels (LEVEL) Act, legislation to repeal the Renewable Fuels Standard II (RFS), leaving RFS I levels intact.
Supported S. 2262/H.R. 4254, bills to establish an income tax credit for the sale or blending of certain fuels containing ethanol.
Supported the Defend the Blend Act (S. 3380 and H.R. 6071), bipartisan legislation to prohibit the U.S. Environmental Protection Agency (EPA) from retroactively reducing Renewable Volume Obligations (RVO) levels once they are finalized, including the 2020 RVOs.
