HR1650/S772 - Bill would eliminate several antitrust exemptions for the RR industry and transfer merger authority from the Surface Transportation Board (STB)to the Justice Dept. and the FTC. The bill also seeks to revise certain pricing mechanisms utilized by RRs.
HR2125/S953 - Bill proposes to regulate RR rates and grants new regulatory authority to the Fed Govt. and the STB.

HR2116/S1125 - Bill provides a tax credit for freight rail infrastructure expenditures that bare intended to stimulate additional RR investment for rail capacity expansion. Bill also seeks to achieve modal equity by placing capital cost recovery of rail infrastructure on the same basis as other modes of transportation.

HR1/S4 - These bills are now public laws. The legislation was designed to implement all the recommendations of the bipartisan 9/11 Commission. They also clarified the scope of Federal preemption for various RR activities and revised the sceening process for prospective RR employees and contractors. The lobbying activity was directed at monitoring implementation of these laws by DHS.

HR1401/S184 - These bills are designed to promote and improve rail safety in the RR industry. They require the Federal Railroad Administration to establish new regulations to insure RR compliance with new safety initatives. One of these new initiatives is to require RRs to implement positive train control technology by certain dates in order to eliminate train collisions.
