business concerns, and for other purposes. The Purpose to create a private sector centric board that is charged with making recommendations to OMB for disposing of excess real property and consolidating underutilized facilities
H.R. 2322 Public Buildings Reform and Savings Act of 2015
Directs the General Services Administration (GSA) to establish and conduct a pilot program through 2020 to execute lease agreements using alternative procedures to reduce costs of leased space and significantly reduce or eliminate the backlog of expiring leases over the next five years. Authorizes the GSA to submit consolidated prospectuses for leases and projects to Congress for approval and to include in leases certain costs associated with agency relocation and buildout, including moving and equipment costs.
Provides for approval by congressional resolution of any costs and expenses associated with administering an acquisition by exchange involving real property or in-kind consideration, including services with a fair market value of $2.85 million or more.
Authorizes: (1) the Department of Homeland Security (DHS) to authorize contract security personnel to carry firearms, and (2) such personnel to detain individuals without a warrant. Directs DHS to establish minimum and uniform training standards for security personnel.
Directs DHS to report on: (1) the personnel needs of the Federal Protective Service (FPS), including recommendations on the numbers of FPS law enforcement officers needed to carry out the mission of FPS during the 10-year period after the enactment of this Act, and (2) the best method of funding for the FPS.
Requires the GSA to: (1) justify any need for new or replacement building space, including an explanation of why such space could not be consolidated or colocated into other owned or leased space; and (2) notify the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works if the cost, scope, or size of any project changes by 5% or more.
Terminates the authority for any lease or project unless it is initiated not later than five years after congressional authorization.
Directs the GSA to sell portions of the Forrestal Complex in Washington, D.C. to generate funds necessary to construct a new Department of Energy headquarters on government-owned land in a manner consistent with the SW Ecodistrict Plan of the National Capital Planning Commission.
Directs the GSA, to the extent practicable and when cost effective, to consider the direct purchase of energy and other utilities in bulk or otherwise for leased facilities.
Exempts an individual acquisition for commercial leasing services from enhanced competition requirements for the purchase of property and services by executive agencies if such individual acquisition is made on a no cost basis and pursuant to a multiple award contract in accordance with requirements for full and open competition. Directs the Government Accountability Office to conduct biennial audits of the GSA National Broker Contract, conduct a review of the application of enhanced competition requirements, and report on such audits and reviews.

General Issues:
1. Section 404(b) of Sarbanes-Oxley Act - The Sarbanes-Oxley Act requires that the management of public companies assess the effectiveness of the internal control of issuers for financial reporting. Section 404(b) requires a publicly-held companys auditor to attest to, and report on, managements assessment of its internal controls.
Specific bills:
H.R. 1577 Fannie Mae and Freddie Mac Transparency Act of 2015
Requires either the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) to be considered an agency subject to the public information disclosure requirements of the Freedom of Information Act during any period in which such entity is under conservatorship or receivership.
H.R. 2477 Financial Transparency
This bill directs the Office of Financial Research of the Department of the Treasury and the following financial regulatory agencies to adopt data standards for all information collected or received by them, including corporate financial data:
the Securities and Exchange Commission (SEC),
the Federal Deposit Insurance Corporation,
the Office of the Comptroller of the Currency,
the Bureau of Consumer Financial Protection,
the Board of Governors of the Federal Reserve System,
the Commodity Futures Trading Commission,
the National Credit Union Administration, and
the Federal Housing Finance Agency.
The Financial Stability Act of 2010 is amended to direct the Office of Financial Research (OFR) to promulgate data standards, including common identifiers and data formats, for the information reported to member agencies or collected on behalf of the Financial Stability Oversight Council.
The OFR must publish any public information (with specified exceptions) as open data, freely available for download in bulk, accessible via application programming interface where appropriate, and offered without any registration requirement or reuse restriction (open data publication).
The Investment Advisers Act of 1940 is amended to require the SEC to adopt data standards incorporating those promulgated by the OFR and apply them to:
investment advisers reports and registration statements,
information submitted by nationally recognized statistical rating organizations,
asset-backed securities disclosures,
corporate disclosures in registration statements and prospectuses,
periodic and current corporate disclosures,
corporate proxy and consent solicitation materials, and
security-based swap reporting.
The SEC, like the OFR, must publish all public information as open data.
The Municipal Securities Rulemaking Board and national securities associations must likewise adopt OFR-promulgated data transparency standards.
The SEC must, by rule, adopt a data standard that is both human-readable and machine-readable, and that complies with this Act regarding corporate financial data for which it was using the eXtensible Business Reporting Language standard.
The SEC shall also establish a program to improve the quality of corporate financial data furnished by issuers.
The Federal Deposit Insurance Act is amended to require the Federal Deposit Insurance Corporation to adopt the data standards and open data publication requirements prescribed in this Act and apply them to all information received from a depository institution or financial company.
The Revised Statutes of the United States, the Consumer Financial Protection Act of 2010, the Commodity Exchange Act, the Federal Credit Union Act, and the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 are amended to direct the Comptroller of the Currency, the Consumer Financial Protection Bureau, the Commodity Futures Trading Commission, the National Credit Union Administration Board, and the Federal Housing Finance Agency, respectively, to adopt, for all information regularly submitted to them, the data standards and open data publication requirements prescribed by this Act.
