Legislative proposal to amend the Employee Retirement Income Security Act of 1974 and the Internal Revenue Code of 1986 to authorize a new composite multiemployer pension plan design (no bill introduced). General education concerning the need for Congress to pass legislation to reform multiemployer pensions, to address more than just "red zone" plans, to provide solutions for the long-term stability of the multiemployer pension system, and to avoid proposals that would cause additional multiemployer plans to face insolvency.
