Support agricultural disaster funding for California producers suffering losses due to unprecedented weather events and natural disasters in H.R. 10545, the American Relief Act.
Issues relating to the National Organic Program standards set to be implemented in January 2025 and the industry being overburdened to a detriment and small certifiers not being able to function and are surrendering their certifying programs.
Issues relating to Agricultural Quarantine Inspection (AQI) Use Fees, new rule effective October 1, 2024 will allow for collections and investment of $1 billion in 2025 for:
-Focus on Front lines of defense at border
-Up-front Specialists focusing on pathways
-Staff-up Dog Detector Program
-Focus on International Passengers
-Express Parcel Carriers
Issues relating to remaining funds from the Commodity Credit Corporation for fruit fly control and eradication will be directed toward increased surveillance.
Issues relating to changes made by USDA-APHIS to alter the Mexican avocado orchard certification program - also known as the U.S.-Mexico Operational Working Plan (OWP).
Issues relating agricultural producers facing severe rat infestations damaging orchards, machinery and irrigation systems.
Issues relating to S. 759 Beagle Brigade Act, passed under Unanimous Consent in the Senate and sent to the U.S. House. If House could amend with language prioritizing the growing use of canine teams nationally and within territories of the U.S. by exploring ways to expand the number of canine detection training facilities across the country with high detection needs.

Issues relating to funding level for EPA Office of Pesticide Policy (OPP) budget for FY 2025. Support funding EPA-OPP at a minimum of the amount required by the Pesticide Registration Improvement Act of 2022 (PRIA 5; Division HH, Title VI of the Consolidated Appropriations Act of 2023, P.L. 117-328). It is estimated that FY 2025 will mark the fourth consecutive year that the PRIA trigger level has NOT been met.
