Permanent work opportunity tax credit; empowerment zone employment credit; Indian employment credit; repeal base erosion and anti-abuse tax pertaining to the aforementioned tax credits. Enhance work opportunity tax credit by adding making private non-profit employers eligible for the credit and adding new target groups for designated members of armed forces reserve components, spouses of members of armed forces reserve components, recipients of cash social security disability insurance, recipients of government housing assistance, transitioning foster youth, members of single-parent households with income at or below 200 percent of poverty, and elderly food stamp recipients.

Expand the work opportunity credit to private non-profit employers to open entry-level jobs in healthcare, education, and other areas. Make disconnected youth and transitioning foster youth, spouses of active duty military personnel, unemployed members of reserve components, all recipients of SSDI, recipients of government housing assistance, and senior citizens receiving food stamps eligible for the credit. Repeal the age limit for food stamp recipients (currently 40 years) thus making everyone receiving SNAP assistance eligible for WOTC, saving the government money as they find jobs. This is specially important to the economy as more of the elderly are working and wish to work. Due to special employment barriers of the disabled, increase wage base for WOTC to $12,000.
