Implementation of 2016 reforms to Toxic Substances Control Act [P.L.94-469]. BASF supports regulatory processes that are science-based, transparent, and stable, as well as increased EPA funding and staffing and increased regulatory efficiency so that safe, sustainable chemistries can reach the market in a timely manner.
S.1194 - Recycling and Composting Accountability Act, S.1189 - Recycling and Infrastructure Accessibility Act. H.R.9676 - Accelerating a Circular Economy for Plastics and Recycling Innovation Act of 2024. BASF supports policies to promote advanced recycling and composting and to improve and enhance recovery and recycling infrastructure, rather than ban or tax certain products.
H.R.4470 - Protecting and Securing Chemical Facilities from Terrorist Attacks Act of 2023. BASF supports public policies to promote security and safety at chemical plants and across our supply chain. This includes ensuring the CFATS program is reauthorized in a timely manner.
H.R.7284 - No Industrial Restrictions in Secret (IRIS) Act - BASF supports science-based, transparent development of regulations through Congressionally-authorized means. This includes EPA's utilization of multiple sources of data to produces standards that are harmonized with national and international standards.

BASF supports carbon leakage solutions that create a level global playing field for low product carbon footprint products and are consistent with WTO obligations and other applicable agreements.
Plastics: S.1194 - Recycling and Composting Accountability Act, S.1189 - Recycling and Infrastructure Accessibility Act, H.R.9676 - Accelerating a Circular Economy for Plastics and Recycling Innovation Act of 2024. BASF supports policies to promote advanced recycling and composting and to improve and enhance recovery and recycling infrastructure, rather than ban or tax certain products.
Risk Management Plan (no bills). BASF supports consistency between proposed amendments to EPAs Risk Management Plan (RMP) and existing security regulations under the jurisdiction of DHS so as to avoid disruptions to safety and environmental programs.
Global Plastics Treaty (no bills). BASF supports the development of a global plastics treaty to eliminate plastic pollution and the use of, all innovative recycling technologies to achieve this goal.
FTC Green Guides for Environmental Marketing Claims (no bills). BASF supports the FTC's efforts to revise the Green Guides which could include recognition of all forms of recycling technologies and mass balance accounting.

Expiration of P.L.115-97 (Tax Cut and Jobs Act (TCJA)). BASF supports certainty in the business tax environment and a corporate tax rate that allows an appropriate return on investment, as well as immediate R&D expensing, a more flexible standard for interest deductibility, and full expensing of capital equipment purchases.
