Public Law 111-203, HR 4173 - Dodd-Frank Wall Street Reform and Consumer Protection Act implementation and regulatory reform.
H.R. 1573: To facilitate implementation of title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act, promote regulatory coordination, and avoid market disruption.
S. 2223 provides for the implementation of the Volcker Rule after the agencies have issued their final rules rather than two years after the date Dodd-Frank was signed into law. This is accomplished by a two-word amendment which would change the effective date from earlier of to later of between these two dates.
The first notice of proposed rulemaking (NPR), titled Regulatory Capital Rules: Regulatory Capital, Implementation of Basel III, Minimum Regulatory Capital Ratios, Capital Adequacy, and Transition Provisions: increase the quantity and quality of capital required by proposing a new minimum common equity tier 1 ratio of 4.5 percent of risk-weighted assets and a common equity tier 1 capital conservation buffer of 2.5 percent of risk-weighted assets, and raising the minimum tier 1 capital ratio from 4 percent to 6 percent of risk-weighted assets; revise the definition of capital to improve the ability of regulatory capital instruments to absorb losses; establish limitations on capital distributions and certain discretionary bonus payments if additional specified amounts, or "buffers," of common equity tier 1 capital are not met; and introduce a supplementary leverage ratio for internationally active banking organizations.

Public Law 111-203, HR 4173 - Dodd-Frank Wall Street Reform and Consumer Protection Act implementation and regulatory reform.
H.R.1610: To provide end user exemptions from certain provisions of the Commodity Exchange Act and the Securities Exchange Act of 1934.
H.R. 1223 - To amend the Securities Exchange Act of 1934 to ensure mortgages held or securitized by Fannie Mae and Freddie Mac and asset-backed securities issued by such enterprises are treated similarly as other mortgages and asset-backed securities for purposes of the credit risk retention requirements under such Act.
HR 2682: Amends the Commodity Exchange Act (CEA) to exempt, from the rules of prudential regulators for swap dealers and major swap participants with respect to initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization, those swaps in which one of the counterparties is: (1) not a financial entity, and (2) is eligible for exception from clearing requirements for certain significant price discovery agreements, contracts, or transactions in a commodity exempt from regulation by the Commodity Futures Trading Commission (CFTC).
Amends the Securities Exchange Act of 1934, with respect to registration and regulation of security-based swap dealers and major security-based swap participants, to exempt from initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization any security-based swap in which one of the counterparties is: (1) not a financial entity, and (2) is eligible for exception from clearing requirements.
H.R. 3283: clarifies Dodd-Frank Act provisions to ensure the equal treatment of U.S. firms conducting transactions outside of the U.S. and foreign firms conducting similar activities.
H.R. 4235: repeals the Dodd-Frank Act indemnification requirements for regulators to obtain data from SDRs

HR940, S.1835: United States Covered Bond Act of 2011 - Directs the Secretary of the Treasury to establish a regulatory oversight program for specified recourse debt obligations of an eligible issuer (covered bonds) that provides for such bonds to be maintained in a manner consistent with safe and sound asset-liability management and other financial practices.

HR1151- Emergency Mortgage Relief and Neighborhood Stabilization Programs Cost Recoupment Act of 2011 - Amends the
Dodd-Frank Street Reform and Consumer Protection Act to direct the Secretary of the Treasury, in order to offset the costs of assistance under the Emergency Mortgage Relief and Neighborhood Stabilization Programs, to make risk-based assessments in the total amount of $2.5 billion on financial companies: (1) that manage hedge funds with $10 billion or more in assets under management on a consolidated basis; or (2) with $50 billion or more in total consolidated assets.

Foreign Account Tax Compliance Act (FATCA) requires foreign banks to find any American account holders and disclose their balances, receipts, and withdrawals to the US Internal Revenue Service (IRS), or be subject to a 30% withholding tax on income from US financial assets held by the banks; Owners of these foreign-held assets must report them on a new Form 8938 along with US tax returns if they are worth more than US$50,000, a higher reporting threshold applies to overseas residents, account holders would be subject to a 40% penalty on understatements of income in an undisclosed foreign financial asset; closes a tax loophole that investors had used to avoid paying any taxes on dividends by converting them into dividend equivalents.

HR. 1534: Amends Internal Revenue Code provisions relating to employer-established simple individual retirement accounts (IRAs) to: (1) repeal certain restrictions on rollovers from simple IRAs, (2) allow employers to elect to terminate qualified salary reduction arrangements at any time during the year, (3) repeal the enhanced 25% penalty on premature withdrawals made from simple IRAs within the first two plan years, (4) allow additional nonelective employer contributions to simple IRAs, (5) establish automatic deferral IRAs, (6) allow a transfer of unused balances in flexible spending arrangements to a qualified retirement or eligible deferred compensation plan, (7) increase the tax credit for small employer pension plan startup costs, and (8) establish multiple small employer retirement plans that provide for automatic employee contributions
H.R.4049: Automatic IRA Act of 2012 - would require all employers that employ more than 10 employees, who do not sponsor a qualified retirement plan to automatically enroll their employees at 3% of pay into a payroll deduct IRA.
H.R.4050: Retirement Plan Simplification and Enhancement Act of 2012 the bill would permit all required ERISA disclosures to be made available in an electronic manner (following advanced notice and with the right to opt out).

S.1557 the Automatic IRA Act of 2011 Amends the Internal Revenue Code to: (1) require certain employers who do not maintain qualified retirement plans or arrangements to make available to their eligible employees a payroll deposit individual retirement account (IRA) arrangement (automatic IRA arrangement) which grants such employees the right to opt-out of participation, (2) require the Secretary of the Treasury to provide employers with a model notice for notifying employees of automatic IRS arrangements and to establish a program to assist employers in the implementation of such arrangements, (3) allow employers who do not have more than 100 employees a tax credit for costs associated with establishing an automatic IRA arrangement, (4) impose a penalty on employers who fail to provide eligible employees access to automatic IRA arrangements, and (5) increase the tax credit for small employer pension plan start-up costs.
