Further Consolidated Appropriations Act of 2020 (H.R. 1865)
Bureau of Land Management Cultural Resources Management. Recommended increased funding for cultural resources management to enhance inventory information sharing and standardize and integrate cultural resources data on BLM lands through the National Cultural Resources Information Management System (NCRIMS);
Bureau of Land Management Greater Chaco Landscape. Advocated for report language directing BLM to refrain from leasing or proposing new leases within a 10-mile radius of Chaco Culture National Historical Park and prohibit oil and gas leasing on any Federal lands within the withdrawal area around Chaco Culture National Historical Park prior to the completion of a cultural resources survey of the area;
Bureau of Land Management Reorganization. Opposed reorganization of the BLM and encouraged appropriators to exercise strong oversight of the reorganization and work to halt actions that would diminish management of cultural resources;
National Park Service Proposed Changes to the National Register of Historic Places. Advocated for withdrawal of proposed modifications to the National Register of Historic Places regulations re: nomination of properties and called for further engagement and additional consultation with tribes and other stakeholders;
National Park Service Networks. Recommended specific funding of $2 million each for the National Underground Railroad Network to Freedom, the recently established African American Civil Rights Network, and the Reconstruction Era National Historic Network established in the John D. Dingell, Jr. Conservation, Management, and Recreation Act (P.L. 116-9);
National Park Service Cultural Programs. Advocated for funding increase to cultural programs within the National Park Service and to support management of the National Register of Historic Places; review and approval of historic tax credit projects and other programs;
National Park Service (NPS) Deferred Maintenance. Advocated for increases in three deferred maintenance accounts: Repair and Rehabilitation, Cyclic Maintenance, and Line-Item Construction;
National Park Service Civil Rights Grants. Advocated for expanded funding for Civil Rights Grants to include $15.5 million for African American Civil Rights grants and a new $2.5 million competitive grant program for Civil Rights for All Americans;
National Park Serve Land and Water Conservation Fund (LWCF) Funding. Advocated for full funding and outlay of LWCF annual authorization of $900 million from offshore mineral leasing and other revenues;
National Park Service Grant Review. Advocated for language addressing the Department of the Interiors process for reviewing grant agreements above $50,000;
Independent Agencies: Advisory Council on Historic Preservation. Advocated for a modest increase for the Advisory Council on Historic Preservation (ACHP).
